In Ludhiana city, Municipal Corporation Commissioner Aditya Dechalwal has fixed responsibility on officials for the construction of illegal buildings. The Commissioner has made it clear that the building inspector of the area where an illegal building is constructed will be directly responsible. If the inspector fails to take action, the corporation will take action against the inspector.
The issue of illegal construction in the city was raised in the Municipal Corporation House meeting. Following this, the Municipal Corporation Commissioner ordered the building branch officials to conduct a survey of illegally constructed buildings in the city. The Municipal Commissioner also instructed the officials to take action against constructions that are being carried out without approved building plans.
The Commissioner clearly told the building branch officials that challans (fines) should be issued for illegal constructions that can be regularized, at the prescribed rates, and strict action should be taken against those that cannot be regularized. He has instructed the Assistant Town Planners (ATPs) of all four zones to submit a certificate stating that no illegal construction is taking place in their respective areas.
The Municipal Commissioner has ordered the building branch to recover the fines from the illegal constructions for which challans were issued in the past and to provide him with a list of these challans. Building branch employees, from the lowest level to the highest, will also have to prepare a daily recovery report.
