Gujarat govt to use CCTV cameras, AI to identify stray cattle and trace owners

Gandhinagar: As part of its push towards smarter and more efficient cities, the Gujarat government is increasingly leveraging modern technology and Artificial Intelligence (AI) in governance. After setting up an AI Centre of Excellence in Gandhinagar under Chief Minister Bhupendra Patel’s leadership, the state is now preparing a major pilot project for the Ahmedabad Municipal Corporation (AMC) to address the persistent problem of stray cattle in urban areas.

Stray cows roaming on Ahmedabad’s roads frequently cause traffic disruptions and accidents. Currently, AMC teams depend on CCTV footage and manually identify animals using RFID tags and microchips — a process that is time-consuming and manpower-intensive. To overcome these limitations, the government is actively exploring AI-driven solutions.

Deep learning model for real-time identification
To implement the initiative, the AI Centre of Excellence at GIFT City has assigned an agency to develop a dedicated AI model based on computer vision and deep learning. The proposed system will integrate live CCTV feeds with the AI platform, enabling real-time identification of stray cows and instant retrieval of their owners’ details from the database.

The model will primarily scan a cow’s face, focusing on the nose pattern, which works as a unique biometric identifier similar to a human fingerprint. Additional features such as eye structure, facial shape, and visible scars or marks will also be analysed, allowing accurate identification even in crowded settings.

Boost to public safety and smart city goals
At present, around 1.1 lakh cows in Ahmedabad are fitted with RFID tags and microchips, while nearly 130 junctions are monitored through CCTV cameras. If the AI-based solution proves successful, it is expected to significantly reduce traffic issues, improve enforcement efficiency, and help prevent accidents caused by stray cattle.

Through this initiative, the Gujarat government aims to enhance public safety, strengthen data-driven monitoring, and take another decisive step towards AI-enabled smart governance across the state.
