The Haryana government has decided to make major changes to the Annual Confidential Report (ACR) system for officers and employees. The government will now implement a new digital and work-based ACR system. Under this, manual ACRs will be completely discontinued from April 2027.
The Human Resources Department has issued directives in this regard to all administrative secretaries, department heads, board and corporation officials, deputy commissioners, and universities.
The government has directed the National Informatics Center (NIC) or a technical team to develop a digital platform. This platform will directly link employees’ work and achievements to their ACRs. It will also be linked to the HRMS system, allowing for automatic performance evaluation.
Under the new system, rankings will be issued based on employee performance. The list of top and bottom employees will be displayed on the Chief Secretary’s website. In addition, an honor board system will be introduced at the state, district, and block levels.
The government has requested a list of officers and employees from all departments at the highest levels of pending ACRs. The government believes this will increase accountability and eliminate the problem of pending ACRs.
The Human Resources Department has instructed all officials to ensure strict compliance with the orders.
