A one-day special session of the Haryana Legislative Assembly will be held on April 27. This was finalized during a meeting of the Haryana Cabinet held in Gurugram. The Haryana Cabinet meeting took place in Gurugram under the chairmanship of Chief Minister Nayab Saini. This marked the first time that a Cabinet meeting was held in Gurugram.
Following the meeting, the Chief Minister stated during a press conference that the Haryana Clerical Service Bill, 2026, would be introduced during the special session of the Assembly. During the Cabinet meeting, a consensus was also reached on framing the necessary rules for the promotion of Group D employees belonging to Haryana’s common cadre. Group D employees within the common cadre who have completed more than five years of service have now become eligible for promotion to the post of Clerk.
The Cabinet approved the draft of the Haryana Clerical Services (Recruitment and Conditions of Service) Bill, 2026. The draft bill includes a provision to increase the promotion quota from Group D to the post of Clerk from 20% to 30%. Additionally, a mandatory provision to reserve 5% of posts on an *ex-gratia* basis has also been incorporated into the rules.
The Chief Minister remarked that the events that unfolded in Parliament on April 16 and 17 have exposed the true face of the opposition parties before the nation. The true character of these opposition parties is anti-women and driven by a lust for power. These days have gone down in the country’s history as “black days.”
The opposition parties have viewed women merely as a vote bank while denying them participation in the decision-making process. The Prime Minister has clearly stated that women’s participation is not an act of charity, but their inherent right.
The opposition spread lies and confusion under the guise of delimitation, claiming that it would cause harm to certain states. The Home Minister, citing concrete facts, clarified that the representation of no state would be diminished. The Chief Minister asserted that, in the times to come, women would use the power of their votes to deliver a resounding response to these anti-women parties.
