Gurugram: Land smuggler constructing building under Veil of ‘ Code of Conduct’

Haryana: Despite the High Court’s ban, a lot of illegal construction is going on in the restricted area of 900 meters of the Ordnance Depot in Gurugram, Haryana. The Municipal Corporation has given up on taking any action due to the code of conduct and the land smuggler is taking advantage of this.

Most of the illegal constructions are taking place inside Nobel and Satguru Farms in front of the Maruti Company. The land smuggler is building more than a thousand rooms in one acre here. Within just 15 days the pillars had been erected and the linter had been inserted. When an attempt was made to talk to the area SDO Hitendra Dahiya about this entire scam going on against the orders of the Punjab and Haryana High Court, he did not receive the call despite trying several times.

The nexus of the land smuggler and the administration can also be gauged from the fact that along with illegal construction in the restricted area, the land mafia was even successful in getting the registries done. There were 47 registries here between 2015 and 2020. This was revealed in the investigation conducted by the then Divisional Commissioner in the year 2020.

Five-six years ago, on the orders of the High Court, a survey of 900 meter area of the Air Force armament depot was conducted in Gurugram. In this survey conducted by a company, it was found that the land smuggler has erected buildings etc. on a large scale in the area adjacent to the ordnance depot. It became clear from the survey report presented in the High Court that all this happened with the connivance of the responsible officers. After that, a joint team of Gurugram Municipal Corporation, Police-Administration and Air Force was formed to take action but nothing happened.

There is a lot of illegal construction going on in restricted areas in Gurugram. Construction work going on on 5th May.
RWAs and local people say that the corporation team demolishes those who build houses for their living but does not even look at the commercial buildings, multi-storey buildings and complex-flats.

According to experts, there is no need to give any notice for demolition of construction done in restricted area. The game of giving notice is only to give protection to someone. Taking advantage of this process, land mafia construct buildings overnight. The High Court order clearly states that no construction can take place in the restricted area.


Indian Air Force has a big ammunition depot in Gurugram. Declaring the 900 meter area adjacent to this depot as restricted, the High Court has banned any kind of construction here. This ban has been imposed as a precautionary measure to prevent any untoward incident due to ammunition stored in the depot. At present, this case is being heard continuously in the High Court.
