Registration of borewells and tubewells has been made mandatory for industries and commercial establishments in Himachal Pradesh. Groundwater users will have to upload the relevant data on the portal of the Jal Shakti Department by June 30. If anyone applies after the stipulated period, the department will cancel it. Also, it will be considered an illegal borewell and tubewell, and the department will take strict action.
Along with this, if someone does not get registered, action will also be taken against them. Taking action, the department will close the tubewells and borewells. The department has given the last chance of registration to industries and commercial establishments. After registration, the department will be able to easily find out the borewells and tubewells running illegally.
The department does not have any exact information about how many tubewells and borewells are in the state till now. Because the Jal Shakti Department only permits the institutions. After this, the institutions used to install borewells and tubewells at their place. The government was not getting any royalties from this. The department was not getting any benefit from the industries and commercial establishments using thousands of liters of water daily from the groundwater. Also, the groundwater level used to decline in summer. Given all these things, the department decided that the registration of those using borewells and tubewells should be done. Regarding this, the department has issued orders under the State Ground Water (Control of Regulation and Development and Management) Amendment Act, 2022.
Groundwater users will have to register through www.emerginghimachal.hp.gov.in and jsv.hp.nic.in the portal for a registration certificate. Under Section 8 of the Act, an online application on Form-4A has to be done on or before June 30. After this, these portals will become inactive.
Registration of borewells and tubewells installed in industries and commercial establishments in the state will have to be done. Regarding this, orders have been issued under the State Ground Water (Control of Regulation and Development and Management) Amendment Act, 2022 and Rule 2007/ Central Ground Water Authority. After this, action will be taken against unauthorized tubewells and borewells.
