In a major legal development, former Haryana Chief Minister Bhupinder Singh Hooda has been acquitted in the Panchkula Associated Journals Limited (AJL) plot allotment case. The verdict was pronounced by a special CBI court, bringing significant relief to the senior Congress leader after years of legal proceedings.
The case revolved around allegations that a valuable institutional plot in Panchkula was allotted to AJL at a highly concessional rate, allegedly causing financial loss to the state exchequer.
Allegations of undervalued land allotment
The Central Bureau of Investigation (CBI) had accused Hooda of misusing his official position to facilitate the re-allotment of a plot to Associated Journals Limited at a price of around ₹59–69 lakh, despite its market value being significantly higher—estimated in crores.
According to the probe agency, the re-allotment of the plot, originally given in 1982 and later resumed, resulted in alleged undue benefit to AJL and corresponding loss to the Haryana government. The case was linked to the broader National Herald controversy, drawing national attention.
Court finds no evidence of wrongdoing
However, the court found that the prosecution failed to establish any criminal wrongdoing or financial loss caused by the re-allotment. Legal findings indicated that there was no proof of “wrongful gain” to the beneficiary or “wrongful loss” to the state—both essential elements to sustain corruption or cheating charges.
The judiciary also noted that the allotment process followed due procedure and was later ratified by the concerned authority, weakening the prosecution’s claims of illegality.
Earlier High Court relief strengthened case
The acquittal follows an earlier significant decision by the Punjab and Haryana High Court, which had quashed charges against Hooda and AJL in February 2026. The High Court ruled that the evidence presented did not meet the threshold required for criminal prosecution.
It further observed that the decision to re-allot the plot was taken collectively by the Haryana Urban Development Authority (HUDA) and not unilaterally by Hooda, thereby diluting allegations of abuse of power.
Political and legal significance of verdict
The verdict is seen as a major political boost for Hooda and the Congress party, especially in Haryana where political equations remain dynamic. The case had long been cited by political opponents as an example of alleged corruption during his tenure.
With the acquittal, Hooda is likely to regain stronger political footing, while the ruling also raises questions about the handling of high-profile corruption cases by investigative agencies.
Background of the AJL Panchkula case
The case dates back to 2005 when the plot in Sector 6, Panchkula, was re-allotted to Associated Journals Limited, the publisher of the National Herald newspaper. The land had earlier been resumed due to non-compliance with construction norms but was later restored under Hooda’s administration.
The CBI filed a chargesheet in 2018, accusing Hooda and others of criminal conspiracy, cheating, and misuse of official position. The case remained under trial for several years before culminating in the recent acquittal.
