11-year delay: Ludhiana police face court’s ire again

Ludhiana Police 11 Year Delay Court Action

Ludhiana Police 11 Year Delay Court Action

A serious lapse in investigation has surfaced in Ludhiana, where a case has remained unresolved for over a decade despite clear court directions. The matter, which has been pending for nearly 11 years, recently came under judicial scrutiny after it was found that the investigation had still not reached a logical conclusion.

The delay has raised questions about the functioning of the local police and their handling of long-pending cases, especially those already flagged by the courts.

Old, cancelled report presented as fresh

What has shocked the court further is the manner in which the police attempted to respond. Instead of submitting a fresh status report, officials reportedly presented a cancellation report that was prepared around 13 years ago.

This report had already been shelved earlier but was now filed again as if it were a new development. The move has been seen as an attempt to close the case without conducting a proper, updated investigation.

 Court questions police functioning

The court did not take the matter lightly and expressed strong displeasure over the conduct of the investigating agency. Observations in similar cases have also highlighted how delays and casual handling of reports can undermine the justice system.

In fact, the Punjab and Haryana High Court have previously pulled up the state police for “inordinate and unjustified” delays in filing reports, even imposing penalties in certain cases to ensure accountability.

Such repeated lapses indicate a pattern that courts have increasingly started to question.

DGP asked to file affidavit

Taking the matter seriously, the court has now sought an affidavit from the Director General of Police (DGP). The affidavit is expected to clarify how such a long delay occurred and why an outdated report was submitted in place of a fresh investigation update.

This step signals that the court is looking beyond just the case and may fix responsibility at higher levels if required. In earlier instances too, courts have asked senior police officials to explain procedural lapses and ensure corrective measures.

Delay raises concerns over justice delivery

Legal experts say such prolonged delays not only affect the accused and complainant but also weaken public trust in the system. When investigations stretch over years without resolution, the very purpose of timely justice is defeated.

Courts have repeatedly stressed that procedural flexibility should not become an excuse for inaction. Prolonged pendency, especially after court intervention, is often seen as a failure of duty on part of investigating agencies.

Accountability likely as probe continues

With the court now actively monitoring the matter, accountability may follow. The affidavit from the DGP and further hearings could determine whether departmental action is needed against officials responsible for the delay.

For now, the case stands as yet another example of how procedural lapses and delays can complicate even routine investigations, keeping justice out of reach for years.
