The Punjab government, led by Chief Minister Bhagwant Singh Mann, has taken a new initiative to make mental health services more systematic and accountable. The Punjab government has nominated 11 non-official members to the State Mental Health Authority (SMHA). The State Mental Health Authority has been tasked with monitoring compliance with the provisions of the Mental Health Act 2017. The authority will review the regulation and quality of mental health services available in the state. Its key responsibilities will also include setting service standards for mental health institutions, monitoring the registration of mental health professionals, and advising the government on matters related to mental health policy.
The experiences of patients and families will be given importance
The Punjab government’s objective behind including non-official members in the authority is to provide broad representation to the mental health system. Under this, the experiences of patients, their families, and those directly working in the mental health field will be considered in policy and service delivery. The aim is to create a service framework that is not limited to paper, but is actually accessible to those in need.
The Role of District-Level Review Boards is Important
Mental Health Review Boards are also operational at the district level in Punjab. They are chaired by the District Judge or a judicial officer authorized by law. These boards can independently review cases related to admission and treatment in mental health institutions. They also investigate patient complaints, alleged violations of rights, advance directives, and matters related to designated representatives. The boards can also inspect mental health institutions if necessary.
Representation of Experienced Experts in the Authority
The new members of the State Mental Health Authority include experts with long-standing experience in the field of mental health and representatives from reputable institutions. According to the government, the expertise of these members will help improve the mental health service system in the state. Senior psychiatrist and nominated member Dr. Satyen Sharma said that the Authority must work towards transforming a rights-based mental health system into effective services at the grassroots level. According to him, it is essential for people to have access to services they can trust and rely on.
Extending services to villages and districts
Dr. Sharma highlighted the need to expand mental health facilities at the district and community levels. He said that providing mental health treatment closer to people’s homes and communities is crucial. He said this could also provide treatment and support to those who otherwise rely on larger cities or distant institutions for mental health services.
Focus on Mental Health with De-addiction
This decision to strengthen mental health services in Punjab is of particular significance amid the government’s “War Against Drugs” initiative. Mental health experts and institutional services play a crucial role in the treatment and rehabilitation of those affected by drug addiction. Dr. Satish K. Thapar, nominated member of the Authority and senior mental health expert, said that Punjab’s mental health challenges are linked to the state’s social and community conditions. Therefore, solutions must be tailored to local needs.

The first meeting of the State Mental Health Authority, with newly appointed members, is scheduled for next week.
