Panipat, Haryana: An administrative team and police personnel who arrived in Panipat’s Ramnagar Colony to facilitate the handover of a house to a bank had to return without completing the process after the homeowner allegedly threatened them with roof tiles and a kassi (spade/mattock).
The accused, Pradeep Singh, allegedly locked the house gate from inside, climbed onto the roof and threatened to attack anyone who approached the gate. Following a complaint by Tehsildar Manoj Kumar, who was appointed Duty Magistrate for the operation, the Purana Audyogik Police Station registered an FIR against Singh under Sections 221, 224, 132 and 351(3) of the Bharatiya Nyaya Sanhita (BNS).
Duty Magistrate Appointed Under Deputy Commissioner’s Orders
According to the complaint, Tehsildar Manoj Kumar was appointed Duty Magistrate under an order issued by the Deputy Commissioner on April 2, 2026, to oversee the handover of a property belonging to Pradeep Singh and Charanjeet Kaur, residents of Ramnagar Colony on Jatal Road in Panipat.
On October 13, the Tehsildar reached the property with police personnel to implement the Punjab and Haryana High Court’s directions in connection with a petition filed by Aditya Birla Housing Finance Limited.
Accused Allegedly Threatened Officials With Tiles and a Spade
The complaint alleges that Pradeep Singh obstructed the possession proceedings and behaved aggressively. The Tehsildar subsequently issued a written order to the Station House Officer (SHO) to take him into custody.
However, Singh allegedly locked the house gate from inside and climbed onto the roof when officials attempted to gain access. Holding roof tiles, he threatened to throw them at anyone approaching the gate. He also allegedly threatened to attack the Tehsildar and police personnel with a kassi to prevent the possession process from proceeding.
Officials Allegedly Faced Similar Obstruction Earlier
According to the Tehsildar’s complaint, attempts to take possession of the property had also been made on June 23 and September 24, 2026, with police assistance. Singh allegedly obstructed the proceedings on both occasions by issuing threats.
Investigating Officer Dinesh Sandhu said an FIR had been registered on the basis of the complaint and further action had been initiated. The administrative team and police personnel returned without completing the possession process.
