Pinky Yadav Reverted to Clerk After Fake Diploma Finding in Haryana

Narnaul: Pinky Yadav, daughter of former Haryana BJP district president Dayaram Yadav, has been reverted to her original post of clerk in the Public Health Engineering (PHE) Department after an investigation found that the civil engineering diploma she submitted for promotion to Junior Engineer (JE) was fake, according to the department’s findings.

The Chief Engineer has cancelled her promotion to JE (Civil) and directed her to resume duty as a clerk in Narnaul with immediate effect. The department is also calculating the additional salary and allowances she received during her tenure as a JE and is preparing to recover the excess amount in accordance with the applicable rules.

Dayaram Yadav, however, has defended his daughter, maintaining that her certificates are genuine. He has questioned the decision to cancel her promotion and said the matter should be investigated again.

Recruited as Clerk in 2020, Promoted to JE in 2025

Pinky Yadav was recruited as a clerk in the Public Health Engineering Department in 2020. She continued in the post until September 2025, when she was promoted to Junior Engineer (Civil) on the basis of a civil engineering diploma purportedly obtained from Arni University in Indora, Himachal Pradesh.

She received the promotion order on September 10, 2025, and assumed charge as a JE the following day, September 11.

Subsequently, a complaint was lodged with the department alleging that her diploma was not genuine. The department then contacted Arni University to verify the authenticity of the educational documents submitted by her.

According to the departmental account, the university responded on July 28, 2026, stating that the diploma was fake. The verification reportedly became the basis for further action against the employee.

Chief Engineer Issues Notice Before Cancelling Promotion

After receiving the university’s response, the Chief Engineer issued a notice to Pinky Yadav on August 19, 2026, seeking her explanation regarding the disputed qualification.

The department’s account states that she did not submit a response to the notice. Following this, the authorities proceeded with the cancellation of her promotion.

An order dated October 9, 2026, directed the reversal of her promotion, with action being taken around October 10. Pinky, who was working as a JE in Narnaul, has now been directed to return to her original clerk position at the same location.

The order concerns her promotion and does not automatically establish whether she knowingly submitted a forged document. Her father has disputed the findings and called for a fresh investigation.

Department to Calculate and Recover Excess Salary

The department has also initiated the process of determining the financial implications of the promotion.

The Executive Engineer of the Narnaul Division has been directed to prepare a detailed account of the salary and allowances paid to Pinky Yadav since she assumed charge as a JE on September 11, 2025.

The department will compare the remuneration she received in the JE post with the salary and allowances applicable to her original clerk position. The difference will be calculated to determine the excess amount paid during her tenure as a Junior Engineer.

The excess payment will then be recovered or adjusted in accordance with the applicable rules, including through deductions from her salary where required.

The department has clarified that the cancellation of Pinky Yadav’s promotion will not affect the promotions of other employees who were promoted alongside her. They will retain their respective positions.

Concerned officials have also been directed to comply with the order and submit a compliance report to the departmental headquarters.

Dayaram Yadav Questions Decision, Seeks Fresh Investigation

Former BJP district president Dayaram Yadav has defended his daughter, asserting that her educational certificates are genuine. He has described the cancellation of her promotion as a hasty decision and maintained that the matter should undergo a fresh investigation.

He has said the facts would become clearer after the matter is examined again.

Dayaram Yadav is a senior BJP leader from the Mahendragarh-Narnaul region of Haryana. He began his political career as the sarpanch of Bigopur village and later became associated with the Rashtriya Swayamsevak Sangh (RSS) before joining the BJP.

He subsequently became active in the BJP Kisan Morcha and served as the party’s district general secretary in 2021. He was appointed district president in 2022 and remained in the position during the 2024 Lok Sabha election campaign. Before the Haryana Assembly elections, the party appointed Yatendra Rao as his successor.

Although Dayaram Yadav no longer holds an official organisational position in the BJP, he is considered close to Haryana Health Minister Arti Rao and has continued to work alongside her in party affairs.

The department’s order has returned Pinky Yadav to her original post while the salary-recovery process moves forward. Her father’s demand for a fresh inquiry remains a key part of the ongoing dispute over the authenticity of the diploma.
