New Delhi: The Unique Identification Authority of India (UIDAI) announced on Tuesday that it will leverage behavioural insights to enhance the adoption of Mandatory Biometric Update (MBU) in Aadhaar, particularly for children aged 5 and 15 years.
The initiative follows UIDAI’s recent decision to waive all charges for MBU in Aadhaar for children, making the process completely free for one year starting October 1, 2025.
Partnership with Behavioural Insights Limited (BIT)
To drive the initiative, UIDAI has partnered with research consultancy Behavioural Insights Limited (BIT). The collaboration aims to help children and young adults access vital government services through timely biometric updates.
The Memorandum of Understanding (MoU) will focus on addressing behavioural, logistical, and awareness-related barriers to ensure seamless updates and continued access to Aadhaar-linked benefits.
“Tailored behavioural interventions will be designed, tested, and implemented to encourage Aadhaar MBU updates,” the IT Ministry stated.
Focus on Human-Centric Digital Identity
Bhuvnesh Kumar, CEO of UIDAI, said, “When technology is aligned with human behaviour, digital identity evolves from a purely technical process into a more seamless, trustworthy, and empowering experience. Through this MoU, we hope to achieve this effect.”
Rachel Coyle, CEO of BIT, added that understanding behavioural patterns can “boost Aadhaar updates and help holders gain better access to crucial public services.”
Waiver to Benefit 6 Crore Children
Once enrolled in Aadhaar, a child must update their biometric data — fingerprints, iris, and photo — upon turning 5 years and again at 15 years.
The waiver of MBU charges for the 7–15 age group is expected to benefit around 6 crore children, as UIDAI continues efforts to enhance biometric update adoption among target groups.
