Heavy fines will be imposed for spoiling government property in public places of urban areas. To maintain the natural beauty of Himachal, the state government has decided to strictly implement the provisions of the Himachal Pradesh Public Areas (Prevention of Disfigurement) Act, 1985 in the newly formed urban local bodies. There is also a provision for punishment in the Act. This Act is basically to prevent unauthorized display of advertisements in public places. Its purpose is to control the putting up of various broadcasting signals, including posters, notices, and pictures on buildings, walls, trees and other public properties.

The state government has recently approved the enforcement of the Act in additional urban local bodies. These include Municipal Corporation Dharamshala, Palampur, Mandi, Solan, Baddi, Hamirpur and Una. Apart from this, Municipal Council Bilaspur, Ghumarwin, Sujanpur Tihra, Dehra, Jawalamukhi, Nagarota Bagwan, Manali, Jogindernagar, Nerchowk, Sarkaghat, Rohru, Parwanoo, Mehatpur, Santoshgarh, Sunni, Naidun and Baijnath, Paprola including Nagar Panchayat Jwali, Shahpur, Nirmand, Karsog, Chidgaon, Nerwa, Kandaghat, Amb, Tahliwal, Barsar, Sandhol, Dharampur, Baldwara, Bhoranj, Khundiyan, Nagarota Surian, Kotla, Jhanduta, Swarghat, Banikhet, Kunihar, Bangana and Shillai have also been included. Strict implementation of this Act will not only help in preventing unauthorized advertisements on public properties but also in maintaining the natural beauty of these areas.

Under the provisions of the Act, no such advertisement can be displayed without prior written permission from the concerned local authority. The Act was implemented in the Shimla Municipal Corporation area in the year 1985.

Subsequently, its scope was extended to various Municipal Notified Area Committees across the state and other Municipal Corporations in the State through a notification issued on May 9, 1991. However, the newly formed urban local bodies that came into existence after 1991 due to administrative upgradation and expansion were not included in the scope of the notification.
