These rules will be approved by the cabinet meeting to be held on May 5, chaired by Chief Minister Naib Singh Saini. The Punjab and Haryana High Court had given instructions to make the recruitment rules. In compliance with these instructions and before the new CET, these rules will be notified after approval.

These rules will be called Haryana Staff Selection Commission (HSSC) Recruitment Process Rules, 2025. These rules will be made for the posts of Group C and Group D, which are to be directly recruited through the Haryana Staff Selection Commission.

The heads of all departments and government organizations under the control of the government will submit their demands for the vacant posts of Group C to the Haryana Staff Selection Commission in the prescribed format, with the eligibility criteria given in the respective service rules. However, the demand for Group D posts will be sent to the Directorate of Human Resources Haryana.

On receipt of demand from departments and government organizations under the control of Haryana Government, the vacant posts will be advertised by the Commission for recruitment.

Along with this, the procedure for conducting the course, skill or written test for the advertised posts and the last date for obtaining the minimum educational qualification or experience will also be given. On the issue of advertisement, the Commission will invite applications electronically from eligible candidates on the basis of merit list of CET marks, H-TET qualification (as the case may be) to ascertain whether the candidate is willing to appear for the skill and or written test for the post.
