Punjab government issues strict instructions in cases of employee absenteeism

It has also been said that an employee who remains absent from duty for one year without sanctioned leave will be treated as resigning from the government service.

The Punjab government has issued new instructions regarding action in cases of absenteeism. In this regard, the Finance Department has issued a letter in which it will be necessary to take the approval of the competent authority to join the employees who have been absent for a long period.

It has also been said that an employee who remains absent from duty for one year without sanctioned leave will be treated as resigning from the government service. In such cases, the concerned employee will not be allowed to be re-employed in the government service and immediate action will be taken by the concerned authorized officer to relieve him from the government service. These instructions will be applicable under the Punjab Civil Services (Punishment and Appeal) Rules, 1970, and disciplinary action will be taken for any violation. This order gives a clear message to the employees to remain in discipline and take their responsibilities towards the government service seriously.

In this regard, the Finance Department has warned that some departments are not taking timely action against absent employees, whereas immediate action should be taken as per the said instructions. Moreover, in many offices, in cases of absence, employees are being re-engaged without the approval of the competent authority, which is a violation of the rules.

According to the new instructions, if an employee or officer remains absent for more than the authorized leave, his attendance report will be approved only after taking permission from the administrative department and the finance department. Along with this, it has been clarified that the attendance report of the employee can be approved only after the approval of the head of the department or the concerned officer.

If the attendance report of an absent employee is accepted by the head of the department or other officers, the concerned officer will be personally responsible, and the salary or other benefits paid to the concerned employee will also be recovered from the concerned officer.
