Union Home Secy Govind Mohan to chair meeting on civil defence exercise amid tensions with Pakistan

New Delhi: As part of preparations for a nationwide Civil Defence Exercise and drills scheduled for May 7 across 244 districts, Union Home Secretary Govind Mohan has called for a meeting at 10:45 AM on Tuesday. The review aims to evaluate the readiness of civil defence measures, which are being scaled up to bolster national security.

New Delhi: As part of preparations for a nationwide Civil Defence Exercise and drills scheduled for May 7 across 244 districts, Union Home Secretary Govind Mohan has called for a meeting at 10:45 AM on Tuesday. The review aims to evaluate the readiness of civil defence measures, which are being scaled up to bolster national security amidst escalating tensions with Pakistan.

The exercise, announced by the Union Home Ministry, will involve activities at the village level to strengthen civil defence capabilities across states and Union Territories. Chief Secretaries and civil defence leaders from across India will participate in the meeting via video conference to discuss and coordinate the upcoming drills.

On May 5, the Ministry issued a letter informing states about the drills, emphasizing the importance of effective civil defence preparedness. The main objectives of these mock drills include testing air raid warning systems, activating hotline and radio links with the Indian Air Force (IAF), assessing control rooms, and training civilians—including students—on civil defence procedures to protect themselves during hostile attacks.

Additional goals include early camouflage of vital installations, evaluating the response of civil defence and rescue services, testing blackout measures, and reviewing evacuation plans to ensure swift implementation.

On May 2, the Home Ministry also communicated with all states and UTs, highlighting the need for civil defence readiness in identified vulnerable zones. A total of 295 towns and districts nationwide have been marked as vulnerable, where civil defence activities will be intensified during peacetime.

These measures come in the wake of rising tensions following the Pahalgam terror attack, which resulted in 26 deaths.
