The Registrar (RCS) of Himachal Pradesh Cooperative Societies Department has given a big blow by rejecting the proposal for extension of the tenure of the current board of directors of Kangra Central Cooperative Bank (KCCB) Limited, Dharamshala. If the election process is not completed within the stipulated period, the state government may have to appoint an administrator in the bank. After these orders from the RCS office, there is a stir in the board of directors of the bank.
Actually, the tenure of the directors of Kangra Central Cooperative Bank is five years. According to the rules, it is mandatory to start the process of election of the board of directors 90 days before the completion of the five-year term. The BOD of KCC Bank has a total of 16 directors from five districts including Kangra, Una, Hamirpur, Kullu and Lahaul-Spiti, who have been elected through elections five years ago.
The tenure of the current board of directors is ending in September this year. In this regard, the election process should have started from June 30, 2025. It has been only two and a half years since the current Congress government came to power. Bank chairman Kuldeep Pathania was also appointed in this government. In such a situation, the BOD passed a proposal for extension of tenure in the meeting held last month and sent it to the Registrar of Himachal Pradesh Cooperative Societies Department.
The BOD had mentioned this in the proposal for extension of tenure but it is rainy season in the state. In such a situation, it is difficult to complete the election process. RCS said that after observing the provisions, it was found that there is no such provision in the State Cooperative Societies Act-1968 which gives the Registrar of Cooperative Societies the right to extend the tenure of the board for more than five years.
Registrar of Himachal Pradesh Cooperative Societies Department Dr. RK Pruthi (IAS) said that there is no provision for extension of tenure in the rules. He has directed the Additional Registrar of Cooperative Societies, Dharamshala to take appropriate action in this matter.
