Former DGP VK Bhawra moves HC challenging order of CAT, notice issued

He has sought reinstatement keeping in view of the recommendations of UPSC.

Chandigarh: Former DGP Punjab Senior IPS Officer Viresh Kumar Bhawra has approached the Punjab and Haryana High Court. In the court, he has challenged the order of the Central Administrative Tribunal (CAT). Earlier, CAT dismissed the petition of IPS VK Bhawra in which he challenged the appointment of current Punjab DGP Gaurav Yadav. CAT rejected Bhawra’s plea and upheld the appointment of Punjab DGP Gaurav Yadav.

As soon as the former DGP VK Bhawra moved High Court, The High Court issued a notice to the Center and Punjab and DGP Gaurav Yadav on the petition. Bhavra had said in the petition that CAT had rejected his petition on the basis of wrong facts due to late filing.

Bhawra in his plea said that he was appointed as Punjab DGP in January 2022 for tenure of 2 years. He has sought reinstatement keeping in view of the recommendations of UPSC.

He also added in his plea that he was forced to relinquish the charge of DGP as soon as the new government was formed in Punjab after 2022 assembly elections. He was being asked to take part in various illegal acts which included but were not limited to registering cases against various public figures, granting of security of the contingent of the Punjab Police outside the state to various dignitaries. Bhawra added that he restrained and refused to take part in any such activities.

Bhawra said that he was forced to apply for a long leave of 2 months and on the completion of leave after months in September 2022, he was removed as DGP Punjab and posted as Chairman of Punjab Police housing chairman. In his place, incumbent DGP Gaurav Yadav was given charge as punjab DGP.

VK Bhawra has challenged the appointment of DGP Gaurav Yadav and demanded his appointment in place of the current DGP. The bench has fixed July 4 as the next date for the hearing of this matter.
