Himachal employees to not get seniority-financial benefits from backdate, Employees Recruitment and Service Conditions Bill passed

Dharamshala: In Himachal Pradesh, employees appointed on contract after 2003 will not get seniority and financial benefits from back-date. For this, the state government passed the Himachal Government Employees Recruitment and Service Conditions Bill-2024 in the House on Friday. However, the BJP opposed this amendment in the House.

Similarly, the Himachal Police Amendment Bill 2024 was also passed in the House. After this, now the constable and head constable have also become state cadre instead of district. Their recruitment will now be done by the Police Board. After its passage, police constables can be transferred from one district to another.

BJP MLAs Trilok Jamwal and JR Katwal said that no government has tried to change it for 20 years. The Congress government is playing with the employees by doing this. The Congress introduced a bill related to this in the House on 18 December. Today it was passed after discussion.

A major concern behind bringing this bill was the possible financial burden on the state. By giving the benefit of a contract service period, not only would a huge allocation of additional resources be required for the employees, but the seniority list would also have to be revised for more than 21 years.

After the bill is passed, employees will no longer get seniority and financial benefits from the date of joining. Employees will get these benefits from the date they become regular. A contract service period will not be added to it. This change is especially for those employees, whose seniority orders were issued by the court earlier. Due to these orders, there was a possibility of increasing burden on the state treasury.
