“Central govt to present budget for Manipur”: BJP MP Biplab Deb on budget session 2.0

New Delhi: Bharatiya Janata Party MP Biplab Deb announced on Monday that the Central government will present a budget for Manipur in the second phase of the ongoing budget session. He praised Union Finance Minister Nirmala Sitharaman’s budget, calling it visionary, and mentioned that with President’s rule in place in Manipur, the Central government would.

New Delhi: Bharatiya Janata Party MP Biplab Deb announced on Monday that the Central government will present a budget for Manipur in the second phase of the ongoing budget session. He praised Union Finance Minister Nirmala Sitharaman’s budget, calling it visionary, and mentioned that with President’s rule in place in Manipur, the Central government would take responsibility for presenting the state’s budget.

The second part of the budget session of the Indian Parliament began today, with both Houses reconvening. The Lok Sabha will consider various bills and reports from standing committees. Union Home Minister Amit Shah will introduce the “Tribhuvan” Sahkari University Bill, 2025, which aims to establish the Institute of Rural Management Anand as a university of national importance. Additionally, Union Finance Minister Nirmala Sitharaman will present Manipur’s estimated receipts and expenditures for 2025-26. Union Minister Sarbananda Sonowal will table the Bills of Lading Bill, 2024, to regulate the transfer of rights and liabilities in bills of lading.

Congress MP Priyanka Gandhi will present the standing committee reports on Home Affairs, including a report on prison conditions and reforms. In the Rajya Sabha, Amit Shah will lay papers related to a proclamation issued by the President under Article 356 regarding Manipur.

The Parliament had adjourned till March 10 after the Joint Parliamentary Committee (JPC) report on the Waqf Amendment Bill was tabled, and the debate on the Union Budget concluded with Finance Minister Nirmala Sitharaman’s response.

On February 13, 2025, President’s rule was imposed in Manipur after receiving a report from the state governor. The proclamation, published by the Union Home Ministry, transferred the powers of the Manipur Legislative Assembly to Parliament, suspending the state’s government authority. The violence in Manipur had begun on May 3, 2023, following clashes during a protest rally by the All Tribals Students Union (ATSU) advocating for the inclusion of the Meitei community in the Scheduled Tribe category.
