ACB raids J&K Deputy Chief Minister’s brother’s house in Jammu

Jammu: The Anti-Corruption Bureau (ACB) on Wednesday raided the house of Police Inspector Vijay Choudhary, brother of Deputy Chief Minister Surinder Kumar Choudhary, in connection with a disproportionate assets case in Jammu city.

According to official sources, the raid began early in the morning at Vijay Choudhary’s house in Santok Vihar, Talo Kalo Chak area. Vijay Choudhary is an Inspector with the Jammu and Kashmir Police.

He was transferred to Ladakh in September 2025 and is currently suspended. More details and official confirmation are awaited. The Deputy Chief Minister has not yet responded.

ACB investigation process

The J&K Anti-Corruption Bureau takes action in cases of corruption and bribery, especially when official position is misused to benefit complainants.

In such cases, the accused are often caught red-handed in the presence of witnesses and the Executive Magistrate.

In cases involving assets disproportionate to their known income, the ACB first conducts a preliminary investigation to establish the veracity of the reported unusual assets, before conducting raids.

History of Anti-Corruption Laws in J&K

Initially, corruption and bribery offenses were covered under the Ranbir Penal Code, 1989. During this period, approximately 1,949 cases were registered and investigated by the local police.

Following the enactment of the J&K Prevention of Corruption Act, 1949, an ‘Anti-Corruption Wing’ was created within the State Crime Branch. In 1962, the “Anti-Corruption Organization” was established, which investigated all bribery and corruption cases.

Over time, several amendments were made, such as the Prevention of Corruption Laws (Amendment) Act of 1983 and the J&K Public Men and Public Servants Declaration of Assets and Other Provisions Act, 1983. These mandated the submission of annual asset returns for public servants and elected representatives, and the PC Act, 2006 made non-compliance a crime.
