Ludhiana Man Booked for Tearing CM Bhagwant Mann’s Poster, Questions Drug Trade in Viral Video

Ludhiana: Ludhiana police have registered an FIR against a man accused of tearing an official poster of Punjab Chief Minister Bhagwant Mann and posting a video of the act on Facebook. In the video, the man identifies himself as Kuldeep Singh Talwandi and challenges the Chief Minister to take legal action against him, while raising questions about the alleged sale of ‘chitta’ and other drugs in the area.

The incident took place at Jalandhar Bypass Chowk during the Punjab Bandh on October 15. The video surfaced on Facebook on October 17, following which a police team inspected the spot and found the damaged poster. Police recovered fragments of the poster and secured a copy of the video as part of the investigation.

The case has drawn attention because of the accused’s remarks linking the act to his support for anti-drug activist Parvinder Jhota and his criticism of the state government’s handling of the drug problem.

‘No One Can Suppress the Voice of Punjab’s Youth’

In the video, Kuldeep Singh directly addresses Bhagwant Mann and says he is prepared to face any number of FIRs over his actions.

Referring to Parvinder Jhota, he says the voice of Punjab’s youth cannot be suppressed. He also invokes the names of Sidhu Moosewala and Bhai Amritpal Khalsa while making his point about the youth and the issues facing Punjab.

The accused says Jhota had stood up for young people and claims that others are now raising their voices in his support.

“Bhagwant Mann, this is a challenge—file as many cases against me as you like; Kuldeep Singh Talwandi is prepared to face them all,” he says in the video.

He also claims that the government cannot silence those who speak about the problems facing the state’s youth.

Accused Questions Officials Over Alleged Drug Sales

A major part of the video focuses on the alleged sale of ‘chitta’, a term commonly used in Punjab for heroin, along with pills and other drugs.

The accused questions whether officials and police personnel are unaware of the alleged drug trade in the area. He argues that residents know what is happening and alleges that the issue is being ignored.

“Is there any officer who doesn’t know that ‘chitta’ is being sold in this area? Is there any officer who isn’t aware that illicit activities are taking place here?” he asks.

He further claims that even children in the area know about the alleged sale of drugs and questions why the authorities have not stopped it.

The allegations form part of the accused’s criticism of the state government and its efforts to tackle drug abuse. However, the claims made in the video have not been independently established in the information provided.

Invokes Parvinder Jhota, Says Punjab’s Youth Must Be Protected

During the video, Kuldeep Singh repeatedly refers to Parvinder Jhota, describing him as someone who stood up for Punjab’s youth. He says the younger generation is being pushed towards drugs and insists that he wants to protect the state from the problem.

The accused also declares his association with the Akali Dal and Waris Punjab De, while saying that his identity as a young person from Punjab comes before political affiliations.

“Party affiliations come later; first and foremost, I am a youth of Punjab,” he says, expressing concern over the alleged spread of drugs among young people.

He further claims that the government has only two to three months left and says that the situation will be set right afterwards. The statement appears in the video as part of his broader challenge to the government.

The remarks are allegations and political assertions made by the accused, rather than findings established by the police investigation.

    How Police Registered the FIR

According to the FIR, Sub-Inspector Shingara Singh was patrolling near Jalandhar Bypass Chowk with a police team on October 17 when the Facebook video came to their attention.

In the video, the individual identifies himself as Kuldeep Singh, a resident of Talwandi Kalan village in the Ladowal area of Ludhiana. After watching the footage, the police team inspected the location and found the Chief Minister’s official poster torn.

The police recovered pieces of the poster from the site and copied the Facebook video onto a pen drive for the investigation.

On October 17, 2026, police registered a case against Kuldeep Singh under Section 324(3) of the Bharatiya Nyaya Sanhita (BNS) and Section 3 of the Prevention of Damage to Public Property Act.

Police are searching for the accused and have said that strict action will be taken in accordance with the law.

The investigation will determine the circumstances surrounding the alleged damage to the poster. The drug-related claims raised in the video remain separate allegations and should not be treated as established facts without further evidence.
