CM Nitish Kumar Unveils ‘7 Nischay-3’, Lays Out New Vision for Bihar’s Development

Patna, Bihar: Bihar Chief Minister Nitish Kumar on Tuesday announced the implementation of the ‘7 Nischay-3’ program in Bihar. This is the third phase of the program.

The first phase of ‘7 Nischay’ was completed between 2015 and 2020, while ‘7 Nischay-2’ was implemented from 2020 to 2025.

Chief Minister Nitish Kumar wrote on the social media platform X:
“Since our government came to power on November 24, 2005, the rule of law has been established in the state, and continuous work has been done for the development of all sectors and all sections of society for the past 20 years. After achieving the goals related to development with justice under the 7 Nischay (2015-2020) and 7 Nischay-2 (2020-2025) programs, the decision has now been taken to implement the ‘7 Nischay-3’ program so that Bihar can be included in the category of the most developed states…”

First Resolution: ‘Double Employment’

The first resolution is ‘Double Employment’, which aims to double the per capita income of the state.

The Chief Minister wrote:
“Several schemes and programs have been implemented for this. Under the Chief Minister Women’s Employment Scheme, women in the state are being given Rs. 10,000 for self-employment. Beneficiaries of this scheme will be provided assistance of up to Rs. 2 lakh for employment expansion.”

He informed that a caste-based and socio-economic survey was conducted in 2023, in which 94 lakh families have been identified who will be given priority in employment schemes and additional financial assistance as needed.

“The target is to create employment and job opportunities for 1 crore youth in the next five years. For this, the Department of Youth, Employment and Skill Development has been constituted,” he added.

Second Resolution: ‘Prosperous Industry – Empowered Bihar’

The second resolution is ‘Prosperous Industry – Empowered Bihar’. Under this initiative, three high-level committees have been constituted under the chairmanship of the Chief Secretary to accelerate industrial development.

The objective of these committees is to make Bihar the new technology hub of Eastern India, develop Bihar as a world-class workplace, and encourage renowned entrepreneurs and talented youth from the state to establish industries in Bihar.

The Chief Minister stated,
“Industrial areas are being developed for industrial establishments in all districts of the state. A target of at least ₹50 lakh crore in private investment has been set for the state over the next five years…”

He further added that a new directorate has been constituted under the Industries Department to promote Micro, Small and Medium Enterprises (MSMEs), and the Bihar Marketing Promotion Corporation has been established for the export and market development of local products of the state. Additionally, nine closed sugar mills will be restarted in a phased manner, and 25 new sugar mills will be established.

Third Resolution: ‘Progress in Agriculture – Prosperity for the State’

The third resolution is ‘Progress in Agriculture – Prosperity for the State’, under which the fourth agricultural roadmap for the period 2024-2029 will be accelerated to increase farmers’ income.

Along with this, a Makhana (fox nut) roadmap will be prepared to promote makhana production and processing.

Special emphasis will be placed on dairy and fisheries. Milk production societies will be formed in all villages of the state, and ‘Sudha’ sales centers will be established in every panchayat. The work of providing irrigation water to every field will also be further advanced.

Fourth Resolution: ‘Advanced Education – Bright Future’

The fourth resolution is related to strengthening the education system. For this, a separate Department of Higher Education has been established in the state.

The Chief Minister said,
“Now, the state’s prestigious educational institutions will be developed as centers of excellence, and a new Education City will also be built in the state.”

Fifth Resolution: ‘Accessible Healthcare – Safe Life’

The fifth resolution focuses on improving healthcare services.

Under this, block-level community health centers will be developed into specialized hospitals, and district hospitals will be upgraded to super-specialty hospitals. The Chief Minister wrote:
“Public-private partnerships will be promoted for better education and treatment in the state’s new medical colleges and hospitals. A special incentive system for doctors and a policy restricting private practice by government doctors will be introduced to ensure better medical facilities in remote rural areas.”

Sixth Resolution: ‘Strong Foundation – Modern Expansion’

The sixth resolution pertains to strengthening urban expansion and civic amenities.

Under this, modern planned cities will be developed, and affordable housing will be provided to the urban poor.

Five new expressways will be built for better connectivity in cities, and rural roads will be upgraded to two lanes in a phased manner.

In addition, the power infrastructure will be strengthened, and solar energy will be promoted by installing solar panels on the rooftops of interested citizens’ homes.

The state’s tourist destinations will be developed as national and international tourist centers. All necessary facilities will be developed under the tourism circuit.

Furthermore, film cities will be established at key locations in the state to encourage the shooting of Hindi and regional language films.

A world-class sports city will be constructed in Patna, and sports excellence centers will be established in all districts of the state.
