Brazil Unveils “Sovereign Brazil” Plan to Support Exporters Hit by US Tariffs

Brasilia: Brazil has rolled out a new package aimed at helping exporters hurt by a 50% tariff recently imposed by the United States. The initiative, named Sovereign Brazil, comprises about 30 billion reais (roughly 5.56 billion USD) in affordable loans, tax breaks, and other relief measures, with a particular focus on small businesses and those dealing in perishable foods.

What’s in the Sovereign Brazil package
The package also streamlines public procurement for affected rural and agro-industrial sectors, modernizes Brazil’s export guarantee system, and restarts a program that refunds taxes along the production chain.

Lula’s stance: defending sovereignty, seeking negotiations
President Luiz Inacio Lula da Silva, speaking at the launch, criticized the US tariff and emphasized that Brazil would not overreact to the crisis, though he noted there would be no immediate reciprocal measures. He argued that tariffs are unjustified and defended Brazil’s stance on human rights and due process, saying the country would not tolerate external interference in its domestic affairs.

Support for small businesses and perishable goods
The measures prioritize smaller firms and those dealing in perishable goods, aiming to cushion the impact of the tariffs and maintain export momentum.

Public procurement, export guarantees, and tax refunds
The initiative includes reforms to purchasing rules for rural/agro-industrial sectors, modernization of export guarantees, and the relaunch of tax-refund programs across the production chain.

Digital platforms and compliance with Brazilian law
Lula announced that US-based digital platforms would be required to comply with Brazilian laws and pay taxes, framing this as part of safeguarding Brazilian society and reducing disinformation.

US-Brazil tensions over tariffs and digital regulations
Earlier remarks in July signaled Brazil’s intention to resist foreign interference as tensions over tariffs and digital regulations persist. The Sovereign Brazil package is designed to cushion exporters while Brazil negotiates a resolution and strengthens its regulatory and fiscal framework.
