CBI Raids Punjab Vigilance HQ; Officer’s Reader and Middleman Detained in Bribery Probe

Chandigarh: Following the Enforcement Directorate (ED), the Central Bureau of Investigation (CBI) has now swung into action in Punjab. Late on Monday night, a CBI team raided the Vigilance Bureau office located in Mohali. During the operation, the ‘Reader’ (personal assistant) to a senior Vigilance officer was taken into custody.

Sources reveal that the team also conducted raids on Raghav Goyal and Vikas Goyal, residents of Krishna Colony in Malout. Subsequently, both individuals were arrested. The case is reportedly linked to a demand for a bribe amounting to ₹25 lakh. However, the CBI has not officially shared any details regarding this matter. Police teams remained stationed at the location until late into the night.

According to media reports, the CBI raided a five-star hotel in Chandigarh, where O.P. Rana the Reader to a senior Vigilance officer along with middlemen Raghav Goyal and Vikas Goyal, were allegedly negotiating a deal with a complainant. The agreed-upon sum for the deal was ₹25 lakh; however, the individual arrived with ₹13 lakh, which has since been recovered.

A CBI official confirmed that Raghav Goyal has been arrested. A resident of Malout in Muktsar district, he is described as a close associate of the Vigilance officer. According to CBI officials, an FIR has been registered against Reader O.P. Rana and Raghav Goyal under the Prevention of Corruption Act (PC Act).

CBI Investigates Corruption Network

This action by the CBI has caused a stir within the Punjab Vigilance Bureau. The agency is now investigating who else might be involved in this alleged corruption network. It is anticipated that several officials and other individuals will be interrogated in connection with the case. The fact that the CBI raided the very office tasked with preventing corruption has raised serious questions regarding the integrity of the system.

According to sources, the investigation is unlikely to remain limited to just a single Reader. The agency is also scrutinizing the roles of those officials and middlemen through whom the deal was allegedly orchestrated. The CBI is now investigating the entire network, layer by layer.

Major Revelations Expected

This operation, conducted within the Vigilance Department, is considered highly sensitive, as it marks the first time the CBI has intervened at such a high level within the Bureau itself. Sources claim that in the coming days, the names of additional officials or middlemen may also surface. Based on the interrogation of the arrested middleman and O.P. Rana, the various layers of the entire network are being unraveled.

CBI Was Aware of the Deal

The CBI had been receiving intelligence regarding this deal for several days; acting on this information, the agency laid a trap to execute the operation. Upon receiving the tip-off, a CBI team set up a trap at the Vigilance Office; however, Rana managed to flee the scene, while the alleged middleman, Raghav Goyal, and his father were apprehended by the CBI. During the operation, the agency also allegedly recovered ₹13 lakh in cash from the middleman, Raghav.

Majithia Claims: Vigilance Chief’s Office Raided

Shiromani Akali Dal leader Bikram Majithia posted a statement regarding this case. He wrote: “A central agency has raided the Punjab Vigilance Bureau and the office of the Vigilance Chief in connection with a bribery case. An alleged bribery deal worth ₹20 lakh is currently under investigation. The central agency reportedly recovered ₹13 lakh during the operation.”

Majithia further wrote: “According to sources, the alleged deal pertained to a five-star hotel. More sensational details will be shared shortly. The Vigilance Chief’s ‘Reader’ (personal assistant), O.P. Rana, has reportedly been taken into custody by the central agency, prompting the CBI to immediately intensify its investigation into the network of bribery and corruption.”

Majithia added: “Under the regime of the AAP government, Bhagwant Mann, and Chief Secretary V.K. Sinha, the Punjab Vigilance Office has allegedly turned into a hub of corruption.” Corruption in Punjab is now coming to light, layer by layer, from the top down. Bhagwant Mann possesses no moral authority to continue serving as Chief Minister and Home Minister; he must resign immediately. Punjab deserves transparent governance, not an administration driven by fear, intimidation, and corruption.

Majithia posted another update, writing: “Vigilance DGP’s Office Sealed”

In a second post, Bikram Majithia wrote: “I have learned from my sources that, following a raid, a central agency has sealed the office of the Vigilance DGP. There are reports that the Vigilance Chief has gone missing, and his mobile phone has been switched off for approximately the last two hours. It is being speculated that, in the wake of this action, the Vigilance Chief has absconded.”
