CM Nayab Singh Saini’s government completes one year in office

The government led by Chief Minister Nayab Singh Saini in Haryana completed one year in office and will enter its second year. The government stated that it has fulfilled 46 of the 217 promises made in its last assembly election manifesto within one year, with work underway on 158 other promises.

Despite the short period, the year reflects the continuous development pledged by the government, noting a threefold increase in the pace of work. A total of 90 promises are expected to be completed in the current financial year. The government has completed the following 46 of the 217 promises from its assembly election manifesto.

1. With the formation of the new cabinet, 24,000 youth were given Group C government jobs on October 17, 2024.
2. In addition, the Haryana Public Service Commission selected a total of 1,311 candidates for Group A and B posts from April 1, 2024, to November 13, 2024.
3. Free dialysis services for kidney patients were started in all civil district hospitals and medical colleges from October 18, 2024.
4. In the very first Assembly session held in November 2024, service security was provided to contract employees, technical education, guest faculty, and extension lecturers and guest professors in colleges.
5. A notification for the purchase of every grain of all 24 crops at MSP was issued on December 19, 2024.
6. Farmers were given the facility to create e-gate passes from home through the e-procurement application to sell their crops in the market. Now, farmers can create a gate pass for their entire crop and sell it in the market as per their convenience.
7. From the Kharif season 2024, the money for the purchase of farmers’ crops is disbursed through DBT within 48 hours of the crop’s Exit Gate Pass being cut.
8. A bill was passed in the Assembly on November 18, 2024, granting land ownership rights to leaseholders prior to the formation of Haryana.
9. Under the “Har Ghar-Har Grihini” scheme, gas cylinders are being provided to over 1.5 million Antyodaya and BPL families in the state for only Rs 500.
10. The pension of mother tongue Satyagrahis was increased from Rs 15,000 to Rs 20,000 per month effective January 14.
11. To provide relief to small businesses, the “Haryana One-Time Settlement Scheme-2025” was launched on January 23. Under this scheme, outstanding tax amounts under seven pre-GST Acts are being settled. Under this scheme, taxpayers with outstanding dues up to Rs 10 lakh will receive a rebate of up to Rs 1 lakh.
12. Under the ‘Ayushman Bharat Yojana’, free medical treatment of up to Rs 5 lakh per year was launched for all senior citizens above 70 years of age.
13. Cataract surgery is being provided free of cost to senior citizens from BPL families in the state.
14. The ‘Chief Minister’s Pilgrimage Scheme’ also included pilgrimages to Mata Vaishno Devi and Shirdi Sai Temple. Furthermore, pilgrimages to the Maha Kumbh Mela in Prayagraj were also included.
15. For the welfare of citizens, resolution camps were started in municipal bodies from October 22nd. Over 75,000 complaints were resolved in these camps. Additionally, over 45,000 public complaints were resolved through the Jan Samvad portal.
16. The Haryana International Gita Jayanti Mela Authority was formed.
17. The leave period for regular female government employees was increased from 20 to 25 per year. The leave period for female employees working in the Haryana Skill Employment Corporation was increased from 10 to 22 per year.
18. A law was implemented providing a five-year sentence for those manufacturing and selling counterfeit fertilizers, seeds, and pesticides.
19. A government job was guaranteed to every Haryana Agniveer. A sub-portal has been established in the HKRN.
20. A notification has been issued on July 2, 2025, to implement the new Unified Pension Scheme (UPS). This will benefit 200,000 employees in Haryana.
21. To address the problem of the donkey route, a bill was passed in the Legislative Assembly on March 26, 2025, and the Act was enacted. Its purpose is to ensure transparency and accountability in the work of travel agents, and to investigate and curb their illegal and fraudulent transactions.
22. Cyber ​​desks/cells have been established in each subdivision to improve cyber security and prevent cybercrimes.
23. Notifications for eight dedicated NDPS fast track courts have been issued in Sirsa, Fatehabad, Ambala, Hisar, Karnal, Kurukshetra, Kaithal, and Panipat districts. An NDPS monitoring cell has been established by the HSNCB.
24. A notification was issued on December 12, 2024, for families occupying land in rural and urban areas for more than 20 years. Under this, any village resident who built a house on land up to 500 square yards on or before March 31, 2004, can apply to purchase that land at half the collector rate as of March 31, 2004.
25. The Sainik Sangrahalaya in Rewari is already established, and an amount of Rs 18 lakh has been released for its renovation.
26. The Directorate of MSME in Haryana provides financial subsidies for insurance coverage against natural disasters and unforeseen events such as fire and theft. 75 percent of the expenditure incurred on security audits, up to a maximum of Rs 1 lakh, is reimbursed.
27. The Cabinet has approved a scholarship of Rs 60,000 per year for classes 6th to 12th, Rs 72,000 for graduation, and Rs 96,000 for post-graduation, to each child of martyred soldiers.
28. There is a provision for 35 percent subsidy under departmental schemes for farmers/entrepreneurs for setting up cold storages of up to 5,000 metric tons.

This amount ranges from Rs. 1.68 crore to Rs. 2.10 crore per beneficiary. The above subsidy is available to farmers/entrepreneurs in every district.

29. Providing climate-resilient crop varieties for seasonal crops is a continuous process. Chaudhary Charan Singh Haryana Agricultural University is working on this subject. In the last four years, the university has approved 44 varieties of various crops. Chaudhary Charan Singh Haryana Agricultural University receives central government support in this work through the Indian Council of Agricultural Research (ICAR), New Delhi.
30. In Haryana, a subsidy of Rs. 30,000 per acre is provided for turmeric, garlic, and ginger. A subsidy of Rs. 15,000 per acre is provided for cultivation of other spices such as coriander and fenugreek.
31. Under the ‘Pandit Deen Dayal Upadhyaya Samuhk Pashudhan Bima Yojana’, 100 small animals (sheep, goats) and 50 pigs reared by Scheduled Caste families are being insured free of cost.
32. The ‘Pandit Deen Dayal Upadhyaya Samuhk Pashudhan Bima Yojana’ has been running in the state since 2018, under which an annual insurance cover of Rs 1 lakh is being provided for 10 large and 100 small animals of a livestock owner at a premium of only 15 percent per animal per year.
33. To prioritize the branding and promotion of Sri food crops like millet, HAFED has partnered with a women’s self-help group and launched millet cumin biscuits, sorghum sesame biscuits, roasted sorghum namkeen, and roasted millet namkeen under HAFED’s branding.
34. The monthly amount of all social security pensions has been increased from Rs 1,600 per month to Rs 3,000 per month from Rs 1.01.2016, above the 2016 inflation index rate.
35. State awards are presented to disabled employees/self-employed individuals or organizations on International Day of Persons with Disabilities on December 3rd every year. The amount of the state award ranges from Rs 15,000 to Rs 50,000.
36. Departmental action has been initiated to establish separate Olympic sports nurseries in each district. Nurseries for the Olympic/Commonwealth/Asian Games have been opened in accordance with the guidelines for sports nurseries.
37. Under the ‘Haryana Government Apprenticeship Promotion Scheme 2.0,’ a stipend/scholarship of Rs 1,500 per month is provided directly to the trainees’ bank accounts.
38. To secure the future of the state’s outstanding athletes, the government has enacted the Haryana Outstanding Players (Group A, B, and C) Service Rules, 2021. Under these rules, medal-winning athletes are being provided jobs according to their qualifications.
39. For the social security and respect of women, it has been decided to implement the ‘Deen Dayal Lado Laxmi Yojana’. This scheme was launched on September 25, 2025, the birth anniversary of Pandit Deen Dayal Upadhyaya. Under this scheme, all eligible women will be provided financial assistance of Rs 2,100 per month.
40. In addition to the Mudra Scheme, the Haryana State Government will guarantee loans of up to Rs 25 lakh to all OBC entrepreneurs. This facility has been implemented from April 1, 2025.
41. Unsecured loans of up to Rs 5 lakh are being made available to disabled youth to start their own businesses.
42. The first phase of development of Barwala Industrial Estate, Panchkula, has been completed. Work on the second phase is underway.
43. Digital library membership will be provided to all government and government-aided colleges. Under this initiative, 26 colleges have subscribed to the British Council of India and 149 colleges have subscribed to the National Digital Library of India.
44. Two state-level herbal parks/gardens (16 and 20 acres) have been established in Jind district and 13 state-level herbal parks have been established in Rewari district.
45. The Honorable Prime Minister flagged off a flight from Hisar to Ayodhya from Hisar Airport on April 14, 2025. Flights from Hisar to Chandigarh were operated on June 9, 2025, and from Hisar to Jaipur on September 11, 2025. Flights to Jammu and Ahmedabad will soon be launched. All civil works at Ambala Airport have been completed. The airport is ready for flight operations. Commercial domestic flight operations will commence soon.
46. To address lifestyle diseases such as diabetes, hypertension, and heart disease, a proposal to establish NCD clinics in all primary health centers across the state has been approved by officials. Directives have been issued to establish NCD clinics in all PHCs across the state from May 1, 2025.
