Shimla, HP: To strengthen its organisational structure in Himachal Pradesh, the Indian National Congress is preparing to introduce a performance-based framework aimed at ensuring accountability among party leaders.

App-Based Monitoring System in the Works

Following directions from Rahul Gandhi, a dedicated mobile application is being developed. This app will track the work of block and district presidents, along with all state executive members, by requiring them to upload details and photos of their activities.

Three-Tier Performance Zones

Under the new system, leaders will be categorised into three zones—Green, Yellow, and Red—based on their performance:

• Green Zone: High-performing leaders will be rewarded with opportunities to contest Lok Sabha, Rajya Sabha, and Assembly elections, along with chances for senior organisational roles.
• Yellow Zone: Leaders with average performance will be given time and guidance to improve.
• Red Zone: Underperforming leaders will fall into this category and will be required to follow a strict “perform or quit” policy.

Strict Action for Non-Performers

Leaders in the Red Zone will get one opportunity to improve. Failure to show progress will lead to their removal from their positions.

Quarterly Review Mechanism

Performance evaluations will take place every three months. Monitoring will be conducted at both the Himachal Pradesh Congress Committee (HPCC) and the All India Congress Committee levels to ensure transparency and consistency.

Control Rooms to Oversee Work

To streamline monitoring, control rooms will be established at both the state and AICC levels. These will oversee the functioning of district and block presidents, as well as state executive officials.

The initiative aims not only to enforce accountability but also to recognise and promote leaders who deliver strong performance, ensuring a more efficient and result-oriented party structure.
