    Defence Minister Rajnath Singh to Review Performance of 16 DPSUs on November 10

    New Delhi: Defence Minister Rajnath Singh will undertake the annual performance review of the 16 Defence Public Sector Undertakings (DPSUs) in New Delhi on November 10, focusing on reforms, R&D acceleration, and export growth.

    2025 Declared as ‘Year of Reforms’

    Rajnath Singh had earlier declared 2025 as the ‘Year of Reforms’, stressing the need for enhanced research, indigenisation, and export capabilities by DPSUs. To achieve this, he urged the undertakings to ramp up investment and manpower in research and development.

    “Since then, all DPSUs have prepared their R&D roadmap for the next five years. Over the last 10 years, a total sum of ₹30,952 crore has been invested in R&D by the 16 DPSUs,” the Ministry of Defence (MoD) said in a press note.

    Doubling R&D Investments Across the Defence Sector

    The pace of R&D is now set to double, with projected expenditure of ₹32,766 crore over the next five years.

    While earlier most R&D investment came from legacy DPSUs such as Hindustan Aeronautics Limited (HAL), Bharat Electronics Limited, and Bharat Dynamics Limited, the focus is now expanding across all defence enterprises.

    The seven new DPSUs formed after the corporatisation of the Ordnance Factory Board will invest over ₹3,000 crore in R&D, while defence shipyards plan to invest more than ₹1,300 crore.

    New Manuals and Reports to Be Released

    During the review meeting, the Defence Minister will release a compilation of R&D projects from the last decade and a roadmap for the next five years.

    A new R&D Manual of HAL will also be unveiled, designed to promote flexibility, speed, and risk assessment in project execution.

    Additionally, Rajnath Singh will launch ‘Swayam’, a first-of-its-kind report on renewable energy practices across all 16 DPSUs.

    Strong Growth in Turnover, Profit, and Exports

    The MoD highlighted that DPSUs performed commendably in FY 2024-25.

    Their combined turnover reached ₹1.08 lakh crore, marking a 15.4% rise from the previous year. The cumulative Profit After Tax stood at ₹20,021 crore, reflecting a 19.5% growth, while exports surged by 51%.

    The event will also feature the felicitation of DPSUs for their notable achievements and the signing of key Memorandums of Understanding (MoUs).
