    ECI Directs States, UTs to Launch Special Drive to Enrol Voters Left Out of Electoral Rolls

    New Delhi: The Election Commission of India (ECI) has directed states and Union Territories where the Special Intensive Revision (SIR) of electoral rolls has been completed to launch a special drive to identify and enrol eligible voters who may have been left out of the electoral rolls.

    The exercise will also focus on first-time and young voters, the Commission said. SIR has been completed in 20 states and Union Territories, including Bihar and West Bengal.

    BLOs to Identify Voters Missing From Current Rolls

    The ECI has asked Booth Level Officers (BLOs) to compare the current electoral roll with the pre-SIR roll and prepare lists of electors whose names appeared in the earlier roll but are missing from the current list.

    BLOs will conduct house-to-house visits to ascertain the present status of such electors and facilitate their enrolment through Form 6 wherever they are found eligible.

    The Commission has asked each BLO to cover at least 20-25 electors every week, with the exercise expected to be completed in about one month.

    Special Camps for Left-Out and Young Voters

    The ECI has also directed electoral authorities to organise Booth Level Camps to help eligible citizens submit enrolment applications.

    Special camps may be organised for people living in night shelters and labour colonies, as well as homeless and marginalised persons.

    During house visits, BLOs will also facilitate enrolment of eligible left-out, first-time and young voters. The lists and Form 6 applications will be submitted to the concerned Electoral Registration Officers (EROs), who will take further action under the applicable electoral laws.

    The ECI has said that voter enrolment is a continuous process, and people whose names have not been included or have been deleted can apply for enrolment at any time.

    Political Parties to Get Booth-Wise Lists

    The lists prepared by BLOs will also be shared with Booth Level Agents (BLAs) of recognised political parties.

    At the conclusion of the exercise, EROs will share booth-wise lists with political party representatives, providing another opportunity to identify eligible electors who may have been left out.

    The ECI has directed Chief Electoral Officers, District Election Officers and EROs to monitor the progress of the drive and conduct awareness campaigns through educational institutions, local outreach programmes, SVEEP activities and other platforms.
