Election Commission clarifies SIR, all decisions taken unanimously: ECI

New Delhi:  The Election Commission of India (ECI) has clarified its stance amid questions raised regarding the Special Intensive Revision of Electoral Rolls (SIR). The Commission stated that decisions related to SIR were taken with the unanimous approval of the three Election Commissioners.

The ECI issued this clarification following a meeting of the full Commission on September 26. The Commission stated that differing opinions, suggestions, or comments during internal discussions are part of the decision-making process. This does not imply differences in the Commission’s final decision.

Responding to reports of differences between Election Commissioners

This clarification came after reports claimed that Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi had submitted their objections and comments on certain matters over the past 10 months.

The ECI stated that individual opinions or technical suggestions may be offered during internal deliberations, but final decisions are taken collectively by the Commission.

The Commission also clarified its position regarding a letter sent to the Cabinet Secretary. According to the ECI, this letter pertained to the work of an officer posted on deputation to the Commission and was not related to any policy decision or oversight of the Commission’s IT department.

ECINET System to be Reviewed

The Commission also announced the formation of a committee to review the ECINET System. This committee will be chaired by a senior Deputy Election Commissioner and will also include an independent expert from an IIT or IIIT.

The ECI stated that in the future, new proposals related to IT modules and the portal will first be discussed by the committee of officials and then placed before the Commission for approval.

Changes in the SIR Process

The Commission also announced changes to the process for voters who receive notices during the SIR due to missing names or other logical discrepancies.

According to the ECI, booth-level officers will be able to visit such voters’ homes to collect the necessary documents and upload them to ECINET. The Commission stated that such voters will generally not need to personally appear before the ERO or AERO unless a hearing is deemed necessary.

SIR has been questioned by political parties and other stakeholders. Meanwhile, the Election Commission maintains that decisions related to this process are being made collectively and in accordance with a prescribed procedure.
