GRAP-1 Implemented in Delhi-NCR Following Rise in Air Pollution; These restrictions in place

With the rise in air pollution across the entire NCR, including Delhi, Phase I of the Graded Response Action Plan (GRAP) has effectively come into force starting Tuesday. This decision was taken during a meeting of the sub-committee of the Commission for Air Quality Management (CAQM), in light of the prevailing air quality forecasts. The CAQM has also urged citizens to adhere to the Citizen Charter. Typically, GRAP-I is implemented when the Air Quality Index (AQI) crosses the 200 mark.

Restrictions Now in Force
Following the implementation of GRAP-I, there will be a complete ban on the use of coal and firewood in hotels and restaurants. Strict vigilance will be maintained regarding the operation of older petrol and diesel vehicles (specifically BS-III petrol and BS-IV diesel models). Additionally, the proper implementation of directives concerning dust mitigation measures and the sound environmental management of Construction and Demolition (C&D) waste will be ensured for all C&D activities.

Under these measures, C&D activities will not be permitted for projects with a plot size of 500 square meters or larger that have not been registered on the respective authority’s web portal.

No Open Dumping of Waste
Municipal bodies must ensure the regular collection of Municipal Solid Waste (MSW), Construction and Demolition (C&D) waste, and hazardous waste from designated dump sites. No waste is to be dumped illegally in open areas.

Furthermore, mechanical sweeping and water sprinkling must be carried out periodically on roads. C&D materials and waste must be properly covered within the premises. Strict monitoring of Pollution Under Control (PUC) norms for vehicles is mandatory. The use of diesel generator sets as a regular source of power supply is prohibited.
