NGT Clears ₹80,000-Cr Great Nicobar Project with Conditions

New Delhi, Feb 17 — The National Green Tribunal (NGT) on Monday gave the green light to the controversial Great Nicobar mega infrastructure project worth around ₹80,000 crore, dismissing legal challenges against its environmental clearance. The decision effectively removes a major judicial hurdle and allows the ambitious plan to move forward.

A special bench of the NGT said it found “no good ground to interfere” with the environmental clearance granted to the project, noting that adequate safeguards have been built into the conditions. The tribunal also emphasized the project’s strategic importance for the nation’s infrastructure and defence interests.

Project Overview and Features

Spread over about 166 sq km of Great Nicobar Island, the development includes a major international container transshipment terminal, an integrated township, an airport and a power plant. It aims to transform the island into a strategic trade and logistics hub.

The project involves diversion of nearly 130 sq km of forest land and portions of tribal territory, making it one of the largest infrastructure initiatives in the island’s history.

Tribunal Sets Strict Compliance Conditions

While permitting the project to proceed, the NGT directed authorities and regulatory agencies to ensure full and strict compliance with all environmental clearance conditions. The order highlighted that safeguards related to forest and wildlife protection, coastal and shoreline management, and biodiversity conservation must be implemented meticulously.

The tribunal also referred to earlier consultations by a High-Powered Committee established to review specific concerns about forestry, coastal regulation zones and tribal rights — findings that influenced its decision not to intervene.

Supporters Highlight Strategic Value

Proponents of the project argue that it will significantly boost India’s maritime infrastructure, economic connectivity, and defence footprint in the Indian Ocean region. Positioned near major sea lanes, the planned facilities are expected to attract global trade and contribute to regional development.

Officials said that, with environmental conditions in place, the project can move forward without compromising ecological safeguards, while helping India tap into emerging opportunities in logistics and commerce.

Opposition and Environmental Concerns Persist

Environmental activists and conservationists have strongly opposed the plan, arguing it poses grave risks to the island’s fragile ecosystem, biodiversity and indigenous tribal communities. Critics contend that large-scale deforestation and construction could lead to long-term ecological damage, despite the environmental safeguards.

Political voices like the Congress described the NGT’s clearance as “deeply disappointing,” with concerns raised about the impact on tribal rights and forest land.

Some environmental experts have also signaled their intent to pursue further legal remedies, including appeals against the decision in higher courts.
