Punjab Police DIG Harcharan Singh Bhullar challenges CBI probe, files petition in High Court

Chandigarh: Punjab Police DIG Harcharan Singh Bhullar has filed a petition in the Punjab and Haryana High Court challenging his arrest. In the petition, Bhullar questions the jurisdiction of the CBI. He argues that he was posted in Punjab, and in such cases, the CBI needed permission from the Punjab government.

Bhullar said that the Punjab Vigilance Bureau had already registered an FIR for the same crime, and the CBI registered it half an hour later.

    Key points of the petition

    1.Questions about CBI jurisdiction

Bhullar says that he is posted in Punjab, and therefore, the CBI needed permission from the Punjab government to register the case.

    2.Claims regarding the FIR

He said that the Chandigarh CBI could not register an FIR against him as the crime took place in Punjab. The permission of the Punjab government was required for the arrest. This case is from 2023 and is related to Sirhind Police Station.

    3.Goods seized in Chandigarh
Bhullar said that the goods seized by the CBI in Chandigarh did not belong to him.

    4.Question on second FIR
He said that two FIRs cannot be registered for the same crime. Punjab Vigilance had already registered an FIR in this case.

    Arrest in corruption case

DIG Harcharan Singh Bhullar was arrested by the CBI on October 16, 2025, on charges of demanding a bribe of Rs 8 lakh. Cash, gold and documents worth crores of rupees were seized during the raid on his premises.

The Punjab government suspended him on October 19, 2025. After this, on October 29, 2025, the CBI registered a second FIR against him, in which he was accused of possessing assets beyond his income. Earlier, the Punjab Vigilance Bureau had also registered an FIR in the same case.

In November 2025, the court sent him to CBI custody. The investigation into the case is still ongoing.
