Chandigarh: Former DIG Harcharan Singh Bhullar, arrested by the Chandigarh CBI in a bribery case, was produced before a CBI court. The CBI filed an application for the former DIG’s remand, stating that it needed to conduct further investigations.

Bhullar’s lawyers HS Dhanoha and RPS Bara opposed the CBI production warrant, but the CBI argued that it had to collect more evidence.

Hearing on Punjab Vigilance’s application on Monday

Meanwhile, Punjab Vigilance also filed an application in the Mohali court seeking a production warrant for Harcharan Singh Bhullar, which will now be heard on Monday. In fact, before Bhullar’s appearance in the Mohali court, the CBI presented him in the Chandigarh court. The Mohali court has now asked the CBI to respond.

CBI Argues for Further Investigation

The CBI countered that the Mohali Vigilance case only concerned disproportionate assets and did not require remand. They stated they needed to interrogate Bhullar to collect more evidence, and that the Vigilance Department could summon him at any time.

During the proceedings, Bhullar’s daughter arrived at the court. After the hearing, Bhullar hugged and spoke with her before being escorted back to the court’s Bakshi Khana.

Next Hearing Scheduled in Mohali

The Mohali court has scheduled a hearing on Punjab Vigilance’s application for a production warrant on Monday. The CBI has been asked to respond to the application during that session.

A case of disproportionate assets has been registered

Additionally, the Mohali Vigilance Department questioned former DIG Bhullar in jail on Friday. Bhullar has been booked for possessing assets disproportionate to his income.

On Friday, the former DIG appeared in the Chandigarh CBI court via video conferencing. The CBI did not seek his remand, resulting in him being remanded to judicial custody for 14 days. Meanwhile, the middleman, Krishanu, has already been taken on remand by the CBI.

The lawyer said that Bhullar’s property was before his employment.

The former DIG’s lawyer, HS Dhanoha, said that Bhullar’s property predates his employment. The CBI did not seek his remand. They filed an application for judicial custody, which the court granted.

Dhanoha said, “We have requested the court control the facts being presented about him on social media. All of Bhullar’s property is ancestral, acquired before he joined the service.” He added, “When the time comes, we will present all the facts to the court.”

How did he acquire so much property with such a low income?

The CBI, which has been investigating the bribery case for a while now, has expanded its investigation to include the former DIG’s acquisition of real estate assets since 2017. According to the CBI investigation, Bhullar’s salary income from August 1 to October 17 was ₹4.74 lakh.

The CBI found that Bhullar’s annual income from all known sources was ₹45.95 lakh, according to his income tax returns filed for the financial year 2024-25. However, the value of the seized properties and assets belonging to his family is estimated to be several crores of rupees.

The CBI stated that Bhullar, in collusion with unknown persons, amassed wealth disproportionate to his known sources of income and illegally enriched himself during his tenure. He also failed to provide a satisfactory explanation for the seized assets.
