Haryana bans foreign travel for government employees amid Global Tensions and Oil Crisis
May 21, 2026
Amid rising tensions between the United States and Iran and concerns over a possible oil crisis, the Haryana government has begun enforcing strict austerity measures. Under the new approach, government employees will not be allowed to travel abroad without special approval, while several ministers’ overseas visits are also being cancelled or postponed.
One of the first major decisions under this policy was the postponement of Urban Local Bodies Minister Vipul Goyal’s scheduled visit to Japan from June 19 to 22 for the International Gita Festival. The minister himself confirmed the cancellation.
Japan Visit for International Gita Festival Deferred
The Japan trip was linked to the International Gita Mahotsav initiative led by the Kurukshetra Development Board (KDB). In recent years, KDB delegations have travelled to countries including Mauritius, the United Kingdom, Canada, Australia, and Sri Lanka to promote the festival internationally.
However, the Haryana government has now decided to review such overseas visits more strictly in view of the current global situation and economic concerns.
CM Office Official Also Denied Permission
Sources said a coordinator from the Chief Minister’s Office had also sought approval to visit Japan for the same event. Chief Minister Nayab Singh Saini reportedly did not approve the request.
Similarly, employees in the department headed by Energy and Labour Minister Anil Vij were denied permission to travel abroad, even though the visits were proposed at personal expense. The move reflects the government’s increasingly cautious stance on foreign travel.
Push for Austerity and Administrative Discipline
The Haryana government has already introduced several cost-cutting measures as part of a broader austerity campaign.
Chief Minister Nayab Singh Saini recently reduced his official convoy by 50 percent and urged ministers to cut unnecessary expenditure. Ministers have also been encouraged to travel to their offices on bicycles or on foot once a week to conserve fuel and resources.
Officials say the initiative is aimed not merely at symbolism but at promoting financial discipline and responsible governance.
Key Measures Introduced by the Haryana Government
50% reduction in the Chief Minister’s convoy
Directions issued to ministers to reduce government spending
Ministers encouraged to cycle or walk to office once a week
Temporary restrictions on foreign tours of government employees
Overseas visits at personal expense also facing approval hurdles
New Foreign Travel Guidelines Likely Soon
According to government sources, detailed guidelines on foreign travel are currently being prepared. The proposed rules may include:
Mandatory approval from the Chief Minister for all foreign visits
Permission only for essential official work
Clear justification of the trip’s purpose and expected benefits
Review of expenditure and overall utility of the visit
Restrictions on unnecessary government delegations
Political Message Behind the Move
Political analyst Dr. Bharat from Haryana said the government’s actions send a strong message of financial prudence during a period of global uncertainty.
According to him, the administration is attempting to demonstrate that austerity measures apply equally to senior leaders and government employees, while also strengthening accountability and reducing pressure on public finances.
