Haryana to make building plan approvals fully digital

Haryana Chief Minister Nayab Singh Saini has directed officials to make the entire process of approving building plans fully digital across the state. The move aims to improve transparency, enhance efficiency, and reduce delays in granting approvals for residential and commercial structures.

Chairing a meeting of the Urban Local Bodies Department in Chandigarh, the Chief Minister emphasised that all procedures should be shifted online so that citizens can access services easily without unnecessary paperwork or physical visits to government offices.

Focus on transparency and accountability

The Chief Minister stressed that clearly defined timelines must be set for approvals, and accountability of officials should be fixed to ensure timely processing of applications. He warned that delays in development-related work would not be tolerated and directed authorities to strictly adhere to deadlines.

The digital system is expected to reduce human intervention, thereby minimising chances of corruption and improving the overall ease of doing business in the state.

Integration with urban development plans

During the meeting, Saini also reviewed the Urban Challenge Fund and various development projects planned under it. He highlighted the need for better planning and execution of infrastructure projects in urban areas, keeping in mind the rapid increase in population.

Officials were instructed to redesign infrastructure systems such as sewerage networks and ensure that future development aligns with urban expansion.

Emphasis on water reuse and infrastructure

The Chief Minister also underlined the importance of wastewater management and reuse. He directed officials to maximise the use of treated water from sewage treatment plants (STPs) for irrigation, industrial use, and other purposes.

He further asked departments to develop adequate infrastructure, including pipelines, to ensure that treated water reaches end-use points efficiently. This step is expected to contribute to sustainable urban development.

Push for faster project execution

Saini took a strict stance on delays in development works, especially after the allocation of tenders. He instructed contractors and officials to ensure quality work within stipulated timelines. Any negligence or delay, he warned, would invite action.

The Chief Minister also reviewed road infrastructure projects and directed that roads across urban areas should be maintained properly and kept free of potholes.
