Chandigarh, Oct 11: The postmortem of senior Haryana IPS officer Y. Puran Kumar, who died by suicide on October 7, is being conducted today at the Postgraduate Institute of Medical Education and Research (PGIMER), Chandigarh, five days after his death. His body had been kept at the Government Hospital in Sector 16 since the incident.
Postmortem Conducted Five Days After IPS Officer’s Death
The decision to proceed with the postmortem was finalised late Friday night after an hour-long meeting between Haryana Home Secretary Dr. Sumita Mishra and the officer’s wife, IAS officer Amneet P. Kumar. Following this agreement, Puran Kumar’s body was transported to PGIMER by ambulance early Saturday morning. A medical board of senior doctors is conducting the autopsy, with the last rites expected later in the evening.
FIR Filed Against 15 Senior Officers Including Haryana DGP
A First Information Report (FIR) has been filed at Chandigarh’s Sector 11 police station against 15 senior officers, including Haryana DGP Shatrujeet Kapoor, Chief Secretary Anurag Rastogi, and Rohtak SP Narendra Bijarnia. The FIR includes charges under Sections 108 and 3(5) of the Indian Penal Code (IPC) and Section 3(1)(r) of the SC/ST Act.
SIT formed to lead the Inquiry
Officials said this is the first time in Haryana’s history that such a large number of top-ranking officers have been booked simultaneously. A six-member Special Investigation Team (SIT), headed by Inspector General Pushpendra Kumar, is leading the investigation.
Family Demands Immediate Action
Amneet P. Kumar has repeatedly demanded that the FIR clearly list the names of all accused officers and that both the DGP and SP be removed from their posts and arrested immediately. She submitted another application to Chandigarh Police requesting the FIR be rewritten in the standard format to explicitly name each officer. Reports indicate a heated discussion took place between her and Chandigarh SSP Kanwardeep Kaur over the FIR’s procedural lapses.
On Friday evening, National Commission for Scheduled Castes (NCSC) Chairman Ashok Makwana visited the late officer’s family at their official residence. He spent about one and a half hours with them, assuring support and a fair investigation. “Justice will be done,” Makwana said after the meeting.
Administrative Shakeup Expected in Haryana Police
Administrative and political discussions in Haryana have intensified following the incident. DGP Shatrujeet Kapoor may be sent on leave amid the controversy. Sources suggest that IPS officers O.P. Singh, Alok Mittal, and Arshinder Singh Chawla are being considered as potential replacements. This speculation gained traction after Chief Minister Nayab Saini held a late-night meeting with IPS officer Alok Mittal on Thursday. The following day, Mittal was promoted to the rank of Director General (DG), alongside Arshinder Singh Chawla, reportedly in view of O.P. Singh’s upcoming retirement.

On Friday night, Chief Minister Nayab Saini held a meeting at the Chief Minister’s House with Cabinet Minister Krishan Lal Panwar, Chief Secretary Anurag Rastogi, Home Secretary Dr. Sumita Mishra, and IAS officer Raj Shekhar Vundru. Sources indicate that the government agreed to take action against DGP Shatrujeet Kapoor and Rohtak SP Narendra Bijarnia during this meeting. It is believed that this development encouraged Amneet P. Kumar to agree to the postmortem. Officials say both officers may be removed after the autopsy, with IPS officers O.P. Singh, Alok Mittal, and Arshinder Singh Chawla in contention for the DGP position.
