Haryana Erupts in Anger: IPS Officer Puran Kumar’s Death Sparks Mass Protests; Sisodia & Channi Meet Grieving Family

Chandigarh: The tragic death of senior IPS officer Y. Puran Kumar has snowballed into a massive political, social, and administrative crisis in Haryana, exposing deep fissures in the state’s governance and reigniting debates on institutional caste discrimination.

The officer, who allegedly died by suicide on October 7 in Chandigarh, has become a rallying point for Dalit groups, civil society organisations, and political parties, who have accused the government of shielding senior officers allegedly involved in harassment and discrimination.

Widespread Protests Across Haryana

Protests have erupted across Rohtak, Panipat, Hisar, and other cities, led by Congress leaders and Scheduled Caste organisations demanding justice. In Rohtak, demonstrators gathered at Ambedkar Chowk and surrounded the residence of then SP Narendra Bijarnia, accusing him of falsely implicating Kumar in a corruption case.

As tensions escalated, the state government removed SP Bijarnia, replacing him with IPS officer Surendra Singh Bhauria.

Family Questions FIR, Cites Caste Bias

Kumar’s wife, Amneet P. Kumar, a senior IAS officer, has written to Chandigarh SSP Kanwardeep Kaur, alleging irregularities in FIR No. 156 (Sector 11 Police Station). She claimed that:

• The FIR was unsigned and excluded key accused, including DGP Shatrughan Kapoor and SP Bijarnia.
• Provisions under the SC/ST (Prevention of Atrocities) Act, specifically Section 3(2)(v), were not invoked, diluting the case.
• Two suicide notes found at Kumar’s residence and in his pocket were not shared with the family.

She accused senior officials of orchestrating a campaign of caste-based harassment, driving her husband to the brink.

Postmortem Standoff and Mahapanchayat

The postmortem remains pending as the family has refused consent, demanding the arrest of DGP Kapoor and SP Bijarnia first. Despite the presence of forensic experts and doctors at PGI Chandigarh, the procedure was stalled.

The family, supported by community leaders, has formed a 31-member committee and announced a mahapanchayat at Guru Ravidas Gurdwara in Sector 20, Chandigarh, to decide their next course of action.

Government and Bureaucratic Response

Chief Minister Nayab Singh Saini has assured a fair and impartial probe, stating that “no one, regardless of rank, will be spared if found guilty.”

A high-level late-night meeting at the CM House—attended by Cabinet Minister Krishan Lal Panwar, Chief Secretary Anurag Rastogi, Home Secretary Dr. Sumita Mishra, and IAS officer Raj Shekhar Vundru—reportedly discussed possible administrative reshuffles, including the removal of DGP Kapoor. Names like O.P. Singh, Alok Mittal, and Arshinder Singh Chawla are under consideration as replacements.

Meanwhile, the IAS Association, in a virtual meeting attended by 40 officers, passed three resolutions demanding a transparent investigation, solidarity with Amneet Kumar, and legal assistance for her.
Over 115 HCS officers also wrote to the CM urging a fair probe, while the IPS Officers Association expressed grief but appeared divided in its stance.

Political and National Reactions

The case has drawn national attention, with AAP leader Manish Sisodia visiting the family, calling the incident a “shameful reminder of casteist bias in Indian bureaucracy.”
He urged strict action against those responsible for “institutional harassment” of a Dalit officer and his family.

Congress leaders including Sonia Gandhi, Charanjit Singh Channi, and Deepender Singh Hooda have extended their support, with Sonia Gandhi denouncing the “prejudiced attitude of those in power.”

A Test of Governance and Justice

As protests continue and pressure mounts, the Haryana government faces a defining test. The outcome of the investigation into Y. Puran Kumar’s death may not only determine justice for one family but also shape the larger national debate on caste, power, and accountability within India’s administrative systems.
