Chandigarh: The Haryana government has ordered a major reshuffle in the state police department, transferring 29 IPS officers and one HPS officer in a late-night administrative move. The reshuffle includes changes at several senior positions, with Karnal Range IG Ashok Kumar and Karnal SP Narendra Bijarnia among the officers transferred.
The changes come amid the controversy surrounding the Karnal double encounter linked to the murder of Biru Valmiki, in which two youths, Harsh and Birbal, were killed. The Ror community had been demanding the transfer of Karnal SP Narendra Bijarnia while alleging that the encounter was staged.
Under the latest orders, Narendra Bijarnia has been posted as SP of the Special Task Force (STF), while Karan Goel has been appointed as Karnal SP. IPS officer Ashwin has been appointed as IG of the Karnal Range.
Karnal Police leadership changed
The transfer of Ashok Kumar and Narendra Bijarnia comes against the backdrop of continued controversy over the Karnal encounter case.
The incident followed the murder of Biru Valmiki, after which police operations led to the deaths of Harsh and Birbal in what authorities described as an encounter. The Ror community had repeatedly raised questions over the operation and sought action against senior police officials.
With the latest reshuffle, Karan Goel will take charge as Karnal SP, while Ashwin, a 2006-batch IPS officer who has returned from central deputation, will head the Karnal Range as IG. He has also been given additional charge of the Haryana Armed Police, Madhuban.
Ashok Kumar has been transferred to the Police Training Centre, Sunaria.
Bhiwani SP Sumit Kumar moved to STF
Bhiwani SP Sumit Kumar has also been transferred and posted as SP, STF.
Sumit Kumar had taken charge as Bhiwani SP during the controversy surrounding the death of female teacher Manisha. His transfer comes after the CBI submitted a closure report in the case.
The government has also changed the SPs of Panipat, Bhiwani, Palwal and Narnaul as part of the reshuffle.
Deepti Garg, a 2020-batch IPS officer, has been appointed SP Panipat, while Mayank Mishra has been posted as SP Bhiwani and Medha Bhushan as SP Palwal.

The transfer orders were issued by Sudhir Rajpal, Additional Chief Secretary, Home Department. The reshuffle is one of the major changes in Haryana’s police administration and comes at a time when the Karnal encounter controversy remains a politically and socially sensitive issue.
