Haryana: Paperless registry system implemented from today, auto mutation from Nov 25

Starting today, the 58-year-old registration process in Haryana will change. From Saturday, a paperless registry system will be implemented in 143 tehsils and sub-tehsils across 22 districts of the state.

This system will enable citizens to register their property from anywhere, eliminating the need to visit multiple offices. Payment, verification, and approval will all be done online through a unified portal. With this, Haryana will become the first state in the country to implement a paperless registry. More than 500 registrations have been trialed to implement this system.

Now, all registrations will be valid only through digital signatures. This will eliminate the risk of forgery or loss of documents. According to Dr. Sumita Mishra, Financial Commissioner (Revenue) of Haryana, manual fee collection has been completely discontinued. All transactions will be conducted through an e-governance payment gateway, eliminating all potential for misuse and maintaining financial transparency. Auto-mutation is also being implemented from November 25th.

After the property is registered, the owner’s name will be automatically changed in government records without the need to visit the office. Additionally, to make the system accountable, a QR-based feedback system is being implemented in all tehsils, allowing people to instantly rate the service and report any irregularities.

Stamps purchased before November 3rd will be valid until November 15th.
Stamp papers purchased before November 3rd will remain valid in the new digital system until November 15th. Witnesses can also be digitally changed if necessary. Deed writers have been instructed to stop manual drafting, as only online deeds generated through the portal will be legally valid. These deeds will be automatically verified with land records and digitally signed by the relevant officials. All deed applications will be accepted only through the online portal. Offline applications have been completely discontinued.
