    Haryana Plans State Cadre for Patwaris, Ends Long District Postings

    Chandigarh: The Haryana government is preparing a major overhaul of the Patwari system by proposing the creation of a state-level cadre, replacing the existing district-based cadre. The proposal is expected to be placed before the state Cabinet in an upcoming meeting.

    If approved, the move will allow Patwaris to be transferred and posted anywhere in Haryana instead of remaining within a single district throughout most of their careers.

    Move Aimed at Reducing Corruption

    According to government sources, the reform is intended to address long-standing complaints of corruption and local influence within the Revenue Department.

    At present, Patwaris are appointed under a district cadre and are generally transferred only between revenue circles within the same district. This often results in officials serving in one district for several years, enabling them to build strong local networks.

    The government believes introducing a state cadre will reduce the possibility of undue influence and improve the transparency of land-related services.

    Why the Government Wants to Change the System

    Officials say the Revenue Department has repeatedly received complaints that prolonged postings in the same district encourage corruption and affect impartial functioning.

    Since Patwaris currently belong to district cadres, there is no provision for transferring them to another district, limiting administrative flexibility.

    Even when transfers are made, they usually involve only a change of circle while the officer continues serving in the same district.

    What Will Change Under the New System?

    Once the state cadre is introduced, the government will be able to deploy Patwaris to any district based on administrative requirements.

    The proposed system is expected to:

    • Enable transfers across all districts of Haryana.
    • Improve transparency and accountability in land record management.
    • Strengthen administrative control over field staff.
    • Prevent officials from remaining in one district for long periods.
    • Ensure better utilisation of manpower by filling vacancies wherever needed.

    Government Expects Better Administrative Efficiency

    Officials believe the reform will help the Revenue Department quickly fill vacant posts across districts and improve the delivery of land-related services.

    The proposed state cadre is also expected to strengthen oversight, enhance accountability, and make the transfer process more flexible and transparent.

    The proposal is likely to be taken up by the Haryana Cabinet in one of its upcoming meetings.
