Haryana CM Launches Upgraded Track and Trace System, 8 Online Excise Services

Haryana: Haryana Chief Minister Nayab Singh Saini on Saturday launched an upgraded QR code-based Track and Trace system for liquor along with eight new online excise services, marking a major step towards digitising the state’s excise administration. The initiatives are aimed at improving transparency, strengthening regulatory oversight, safeguarding government revenue and enhancing ease of doing business.

QR-Based System to Monitor Every Liquor Bottle

The upgraded Track and Trace system will assign a unique QR code to every bottle of liquor, allowing authorities to monitor its movement from distilleries and bottling units to wholesale distributors and retail outlets. The system is expected to curb the circulation of illicit liquor, prevent tax evasion and smuggling, and enable real-time monitoring of the supply chain.

Officials said the technology-driven initiative will support data-based decision-making while ensuring better compliance with excise regulations and protecting state revenue.

Eight Online Excise Services Introduced

The Chief Minister also launched eight paperless online excise services, including the issuance of temporary liquor-serving licences for social events, registration of marriage palaces and banquet halls, denatured spirit outlet licences, industrial and medicinal spirit possession permits, and permissions for extending operating hours of retail liquor vends.

Applicants will be able to submit applications, track their status and receive approvals online within seven working days, reducing paperwork and human intervention.

CM Urges Taxpayers to Avail OTS-2026 Benefits

During the review meeting of the Excise and Taxation Department’s Vision-2047 roadmap, Saini urged taxpayers to apply under the One-Time Settlement Scheme (OTS)-2026 for pending pre-GST tax dues, including VAT, CST and the Haryana General Sales Tax Act.

The scheme offers a 100 per cent waiver of penalties and interest, along with significant tax concessions. Applications can be submitted through the department’s online portal.

The Chief Minister also lauded Haryana’s GST taxpayers, noting that the state recorded a 32 per cent rise in SGST collections during the first quarter of 2026-27, the highest among all states.
