Haryana: Transfer policy for district cadre teachers amended, check new changes

The Haryana government has approved amendments to the District Cadre Teachers’ Cadre Change Policy-2025. According to the order issued by the School Education Department (Elementary) on February 4, 2026, the new revised policy will be deemed effective from February 2, 2026. The objective is to enhance job satisfaction among teachers by allowing them to change districts on a voluntary basis, while also safeguarding the academic interests of the students.

Under the new system, regularly employed Primary Teachers (PRTs), Junior Basic Teachers (JBTs), Head Teachers, and C&V teachers will be covered under this policy. Teachers will be able to change cadres from one district to another only based on vacancies in the same category. The final decision-making authority rests with the Administrative Secretary of the School Education Department.

The definition of immediate family in the policy has been determined based on the Family ID (Parivar Pehchan Patra), while a separate qualifying date will be set for merit points. Additionally, rationalization of posts will be carried out to determine the actual requirement of teachers based on the number of students. The government states that the amendments will benefit both teachers and students.
