High Court may deliver verdict on DA today; employees to announce protest on July 17

Around 8 lakh government employees and pensioners in Punjab have their eyes on the Punjab and Haryana High Court today. Although the hearing has been deferred for the past two days, a decision could be reached today regarding the long-pending issues of Dearness Allowance (DA) and Pay Commission arrears.

On April 8, a single bench of the High Court directed the Punjab government to pay the outstanding DA by June 30. The government challenged this order before a division bench. While the division bench did not stay the single bench’s order, it sought a payment plan from the government in a sealed envelope.

In Thursday’s hearing, the court will examine the roadmap prepared by the government for clearing the DA arrears. The outcome will depend on whether the government proposes payment in installments or seeks more time by citing its financial situation.

Punjab Employees Lagging 18% Behind Central Staff

Currently, Punjab employees receive a 42% Dearness Allowance, whereas there is still an 18% gap compared to Central Government employees. Employee unions have long been demanding that this disparity be bridged and the outstanding amount released.

Lawyers representing the employee unions have cited a Supreme Court ruling stating that Dearness Allowance is not a bonus or an ex-gratia payment, but an integral part of an employee’s salary. Employees are demanding the payment of arrears based on this principle.

Employee Unions Mobilizing

Employee unions have already warned the government that if no relief is granted by the High Court and no clear decision regarding the payment is reached, a massive rally and a state-wide shutdown (bandh) could be announced in Punjab for July 17.

Employee leaders point out that if the families of employees and pensioners are included, the total number of affected individuals reaches approximately 40 lakhs. Consequently, this issue could have significant political repercussions in the near future.
