High Court orders transfer of Kullu SP and SDM: Himachal HC’s Strict stance on rave parties in forests

The Himachal Pradesh High Court has ordered the transfer of the Kullu Superintendent of Police (SP) and the concerned Sub-Divisional Magistrate (SDM) regarding the issue of rave parties held in the forests of Kasol. This order was issued due to the lack of action taken against the organizers of these rave parties. The matter is scheduled for a further hearing on August 6.

A bench comprising Chief Justice Gurmeet Singh Sandhawalia and Justice BC Negi observed that such parties should not be organized in forest areas, as they disrupt law and order and can cause environmental damage.

Notably, the High Court had previously directed strict action against the organizers of these parties in May. The Court has adopted a stern stance due to the non-compliance with these orders.

Parties Held with Permission

These parties are organized with formal permission from the administration. While foreign nationals often organize the rave parties, local residents are put forward to obtain the necessary permits. Consequently, the administration grants permission under the guise of a “cultural party,” but instead of cultural events, the gatherings feature obscene dancing and drug use.

Videos showing open smoking and obscene dancing are going viral across various social media platforms. Users are questioning the government regarding the prevalence of nudity, vulgarity, drugs, and obscenity at these events. Such scenes have become commonplace in areas like Kasol, Jibhi, Kalga, Manikaran, and Malana in Kullu.

A rave party is typically characterized by loud electronic music, DJs, dancing, and entertainment that continues late into the night. These parties are often held in open spaces, clubs, or private venues.

While some rave parties are simply events featuring music and entertainment, many have faced allegations of drug use or illegal activities. Therefore, the police and administration keep a close watch on such parties.
