High Court Verdict on Employees’ DA

The Punjab and Haryana High Court on Wednesday issued orders directing the payment of the pending 16 percent Dearness Allowance (DA) to Punjab government employees, bringing their allowance on par with that of Central Government employees. In its order, the Court directed the government to clear the installments of the Dearness Allowance by June 30. There had been growing discontent among the employees regarding this specific demand, which stemmed from an attempt to delink their allowance from the Central Government’s DA pattern.

The verdict by the Punjab and Haryana High Court has clarified that Punjab government employees will now receive a Dearness Allowance of 58 percent—the same rate currently being received by IAS, IPS, and Judicial officers in the state. In recent times, Punjab government employees had been conducting a campaign pressing for this demand. It has worked out favorably for them that the Punjab and Haryana High Court has issued a final order, thereby bringing clarity to the entire situation. These orders explicitly state that, in the process of disbursing the Dearness Allowance installments, Punjab government employees shall continue to receive the Central-pattern allowance in the same manner they have been receiving it for the past 50 years. The Bhagwant Mann-led government in Punjab had also adhered to this very pattern prior to 2023.

With the installments currently pending, the Punjab government has constituted a committee following the Court’s order. This committee is tasked with reviewing the employees’ outstanding allowances and other demands, and subsequently implementing the Court’s directive. The employees remain confident that, given the Court’s deadline of June 30 for the disbursement of the Dearness Allowance, the committee’s report will be submitted before that date, thereby enabling the government to fully implement the Court’s verdict.

In our view, this matter should not be framed by any party as a question of victory or defeat. The judiciary commands immense respect within the country; state governments and the Central Government have historically accepted its orders and have always complied with them in full. Consequently, there should remain no room for discontent or apprehension in the minds of the employees. The Finance Minister of Punjab had previously stated that revenue collection in the state has witnessed an increase owing to the efficiency of Punjab’s tax machinery. We are confident that the government will resolve the employees’ issues with the same level of efficiency and competence, just as it has consistently done in the past.
