Himachal Pradesh: The issue of entry tax on vehicles entering Himachal Pradesh from other states is expected to dominate proceedings in the Assembly’s budget session on Wednesday. The opposition BJP is preparing to strongly challenge the ruling government over the matter, with MLAs Rakesh Jamwal and Sukhav Ram Chaudhary raising questions, joined by Congress MLA Rakesh Kalia.

Tourism Concerns and Interstate Tensions Rise

The controversy has sparked concerns about its potential impact on tourism in Himachal Pradesh. The situation has further escalated after Punjab signaled a similar move, considering imposing entry tax on vehicles coming from Himachal. Stakeholders in the tourism industry have voiced strong opposition, fearing economic repercussions.

Protests Erupt at Punjab-Himachal Border

Farmers and social groups in Punjab have intensified protests against the Himachal government’s decision. Earlier this week, demonstrators blocked the Bhairaval entry point on the Ghanouli–Nalagarh road in Rupnagar district for nearly two hours, raising slogans against the policy. The blockade led to traffic congestion stretching up to 10 kilometers on both sides, causing inconvenience and frustration among commuters.

Amid rising tensions, Himachal Chief Minister Sukhwinder Singh Sukhu has spoken with his Punjab counterpart Bhagwant Mann, stating that the matter is under review.

Tax Hike Sparks Political and Economic Debate

The Himachal government recently increased entry tax on out-of-state vehicles by up to ₹100, with the revised rates set to take effect from April 1. This decision has further strained relations between the two states. Punjab’s Finance Minister Harpal Singh Cheema has hinted at a reciprocal tax, intensifying the standoff.

Other Key Issues to Be Discussed in Assembly

Apart from the entry tax debate, several other issues will be taken up after Question Hour. These include waste management in Manali, expenditure on forest conservation and plantation, and queries regarding foreign visits by government officials.

The Assembly will also continue discussions on the state budget, with the Chief Minister expected to deliver his reply at the conclusion of the three-day debate.
