Shimla: The Himachal Pradesh government is set to introduce stricter legal provisions against individuals involved in drug trafficking ahead of the upcoming Panchayat elections.

Such individuals will be disqualified from contesting elections in the state. The Himachal Pradesh Panchayati Raj (Amendment) Bill, 2026, is scheduled to be passed today (Thursday) during the budget session of the Assembly.

Amendment Bill to Enforce Strict Disqualification

Panchayati Raj Minister Anirudh Singh tabled the bill in the House on Wednesday, and it is expected to be passed after discussion. Following its passage, the bill will be sent to the Governor for approval. Once approved, individuals found involved in drug trafficking will be completely barred from contesting Panchayat elections.

Elected Representatives May Lose Posts if Found Guilty

Under the proposed amendment, even elected representatives—including Pradhan, Up Pradhan, Ward Members, BDC Members, and Zila Parishad members—will lose their positions if they are later found guilty of involvement in drug smuggling cases such as “chitta” trafficking.

Changes Proposed in Gram Sabha Quorum

The government is also planning to revise the quorum rules for Gram Sabha meetings. Currently, at least 25% of households must be present for a quorum. Under the new proposal, the requirement will shift to 10% of the total registered voters instead of households.

Defaulters to Be Disqualified from Elections

The amendment also proposes disqualification of individuals who have defaulted on loans from cooperative banks or societies. Additionally, those with pending financial recoveries highlighted in Panchayat audits may also be barred from contesting elections.

This move aims to ensure financial discipline and promote candidates with clean records in local governance.

Impact on Upcoming Panchayat Elections

Panchayat elections are expected to be held in around 3,600 panchayats across Himachal Pradesh before May 31. The reservation roster for these elections is likely to be finalised by April 7.

With over 60,000 candidates typically participating in these elections, the proposed legal changes are expected to have a significant impact on the electoral landscape in the state.
