Himachal Panchayat Elections: Final Notification on March 15; Delimitation to be Completed by 20th

The final notification regarding new Panchayats in Himachal Pradesh will be issued on March 15, while the process of delimitation (redefining boundaries) of wards is scheduled to be completed by March 20. Starting March 20, District Deputy Commissioners will begin working on the reservation roster, and around March 25, the Panchayati Raj Department will issue the final notification for this roster.

The State Government has issued these directives to the Panchayati Raj Department. The Panchayati Raj Department has invited public objections and suggestions regarding 64 specific Panchayats.

In accordance with the Supreme Court’s directives and primarily due to a shortage of time no new Panchayats will be created at this juncture. The Panchayati Raj Department ceased accepting applications for new Panchayats as of March 10. In Himachal, four Panchayats in the Baijnath area have ceased to exist as independent entities and have been merged into the Bir Nagar Panchayat.

These include the Bir, Chaugan, Ganehar, and Kyari Panchayats. The Panchayati Raj Department has received applications to create 800 new Panchayats; of these, 136 have been formally constituted. Objections and suggestions from the public have been sought regarding the formation of the remaining 64 Panchayats. The final notification concerning these is scheduled to be issued by Sunday.

The Supreme Court has directed the Himachal Government and the State Election Commission to issue the reservation roster by March 31. Citing time constraints, the government has declined to proceed with establishing any additional Panchayats. Concurrently, the State Election Commission has issued a letter to the Panchayati Raj Department, instructing it to complete all necessary formalities in strict compliance with the Supreme Court’s orders.

The Panchayati Raj Department estimates that the process of finalizing the reservation roster itself will take two to three days. Following this, all election-related documents must be submitted to the State Election Commission.

Only after this submission will the Commission proceed with the publication of the voter lists. The Commission is also expected to designate a specific timeframe for individuals whose names are missing from the voter lists to apply to have them added.

Round of Meetings Regarding Elections Begins

A series of meetings concerning the elections for Panchayati Raj Institutions and Urban Local Bodies has commenced in Himachal Pradesh. On Friday, a round of meetings involving the State Election Commission, the Panchayati Raj Department, and the Urban Development Department remained underway.
