Himachal Pradesh: Electricity Board’s Dues from Government Departments Stand at ₹495.76 Crore

A massive backlog of pending electricity bills owed by government departments, boards, and corporations has come to light in Himachal Pradesh. In a written response to a question raised in the Legislative Assembly by BJP MLA Bikram Singh Thakur from Jaswan-Paragpur, the Chief Minister stated that, as of February 28, 2026, various departments and institutions collectively owe a total of ₹495.76 crore to the Electricity Board.

Of this total outstanding amount, ₹86.03 crore has remained pending for a period exceeding three years. According to the data, several major departments have outstanding dues running into crores of rupees.

Prominent among these are the Jal Shakti Department, Public Works Department, Health Department, Education Department, Police Department, and Local Bodies.

Furthermore, certain central institutions and public sector undertakings also feature on the list of defaulters. In the written reply, the Chief Minister informed that the Himachal Pradesh State Electricity Board Limited is taking stringent measures to recover these outstanding dues.

Notices are being issued periodically to the concerned departments, boards, and corporations. Additionally, action is being taken to disconnect electricity connections under “Temporary Disconnection Orders.” To prevent the accumulation of further arrears in the future, the electricity connections of all government departments, boards, and institutions are being transitioned to a pre-paid mode in a phased manner.

In its written response, the government acknowledged that no specific policy has currently been formulated solely for the recovery of outstanding dues. However, efforts are being made to ensure payment through continuous correspondence with the concerned departments and institutions.
